IN-CONTEXT TRANSLATIONS

National technical support will be provided by the ISU in up to three instances, including by initiating and/or supporting inter-ministerial processes to implement victim assistance obligations in national contexts, to States Parties to the Convention that either (a) have engaged little in the effort to implement the victim assistance elements of the Cartagena Action Plan and therefore could benefit from a stimulus to begin doing so, or (b) have established, or are well on the way to establishing a national plan and therefore would have some implementation experience to assess, thus rendering themselves more likely to be candidates for a comprehensive national mid-term appraisal of efforts to implement the Cartagena Action Plan.
Un soutien technique au niveau national sera apporté par l’unité d’appui dans un nombre de cas pouvant aller jusqu’à trois, y compris par la mise en place et/ou le soutien de processus interministériels visant à mettre en œuvre des obligations en matière d’assistance aux victimes dans les contextes nationaux, aux États parties à la convention qui: soit a) ont consenti peu d’efforts pour mettre en œuvre les éléments du plan d’action de Carthagène relatifs à l’assistance aux victimes et pour lesquels des mesures d’incitation à agir pourraient dès lors s’avérer utiles; soit b) ont adopté ou sont en bonne voie pour adopter un plan national et posséderaient ainsi une certaine expérience en matière de mise en œuvre qui pourrait être analysée, ce qui ferait d’eux des candidats plus susceptibles de se prêter à une évaluation nationale globale à mi-parcours des efforts réalisés pour mettre en œuvre le plan d’action de Carthagène.

5. The costs of installing and operating the technical support function referred to in Article 92(3) of the Schengen Convention, including the cost of lines connecting the national sections of SIS 1+ to the technical support function, and of activities performed in conjunction with tasks conferred upon France for the purpose of this Regulation shall be borne jointly by the Member States as it is provided for by Article 119(1) of the Schengen Convention.
5. Les coûts d’installation et d’utilisation de la fonction de support technique visée à l’article 92, paragraphe 3, de la convention de Schengen, y compris les coûts de câblage pour relier les parties nationales du SIS 1+ à la fonction de support technique, et les coûts des activités liées aux tâches confiées à la France aux fins du présent règlement sont supportés en commun par les États membres comme le prévoit l’article 119, paragraphe 1, de la convention de Schengen.

Regrets that public authorities in most Member States show limited interest in participating in the standards-development process, notwithstanding the importance of standardisation as a tool to support legislation and public policies; urges Member States – as the representatives of the interests of the citizens – and in particular market surveillance authorities to send representatives to take part in all national technical committees mirroring the development of standards in support of EU policies and legislation; stresses that the presence of national authorities in the debate on standards development is crucial for the proper functioning of legislation in the areas covered by the ‘New Approach’, and for the avoidance of ex-post formal objections to harmonised standards;
déplore qu'en dépit de l'importance dévolue à la normalisation en tant qu'outil destiné à soutenir la législation et les politiques publiques, la participation au processus d'élaboration des normes n'intéresse que très peu les pouvoirs publics de la majorité des États membres; invite instamment les États membres – en tant que représentants des intérêts des citoyens –, et en particulier les autorités de surveillance du marché, à envoyer des représentants participer à toutes les commissions techniques nationales reflétant le développement de normes à l'appui des politiques et de la législation de l'Union européenne; souligne que la présence d'autorités nationales dans le débat sur l'élaboration de normes est essentielle pour garantir le bon fonctionnement de la législation dans les domaines relevant de la «nouvelle approche» et pour éviter toute objection officielle a posteriori aux normes harmonisées;
