IN-CONTEXT TRANSLATIONS

The Commission will support the development of the social economy as a tool for active inclusion by proposing measures to improve the quality of the legal structures relating to foundations, mutual societies and cooperatives operating in a European context, proposing a "Social Business Initiative" in 2011, as well as facilitating access to relevant EU financial programmes.

D. whereas in recent years Parliament has adopted several resolutions calling for the adoption of a regulation on the statute for a European mutual society; whereas it is regrettable that the Commission, having withdrawn its proposal for a statute for a European mutual society in 2006, has not brought forward any new proposals which would give mutual societies a suitable legal instrument to facilitate their cross-border activities;
D. considérant que, ces dernières années, le Parlement a adopté plusieurs résolutions appelant à l'adoption d'un règlement sur le statut de la mutualité européenne; considérant qu'il est regrettable qu'ayant retiré sa proposition portant statut de la mutualité européenne en 2006, la Commission n'ait fait aucune nouvelle proposition qui doterait les mutualités d'un instrument juridique adéquat pour faciliter leurs activités transfrontalières;

On the other hand, there is no doubt that such a situation creates tension in relation to immigration questions and all kinds of situations that are definitely not facilitating the kind of smooth relationship we would like to have, based on shared values and objectives, so that our citizens would have had the mutual freedom of getting in contact with each other, knowing each other better, and so facilitating the better development of the overall relationship between our two countries and transatlantic society.

In addition, the continuity and consolidation of Community action will be ensured, in particular: - Towards those categories of SMEs which make a major contribution to the dynamism of the European economy but many of which are still unable to take advantage of the opportunities afforded by the completion of the internal market: This will mainly involve identifying the needs of SMEs and developing pilot schemes, including for very small enterprises and the craft sector, the distributive trades, cooperatives, mutual societies, associations and foundations, in particular as regards trans-national information and cooperation; - By promoting a better financial environment for enterprises: The main task will be to facilitate access by SMEs to sources of finance (e.g. mutual guarantees, venture capital, analysis of the feasibility of second-tier markets) and to Community financial instruments (in this connection, particular attention will be paid to monitoring developments concerning the new European Investment Fund (EIF), given its interest for SMEs); - By ensuring a fuller understanding of the situation of SMEs and of the developments they have to come to terms with, as well as assessing Community measures to assist them (continued support for the work of the European SME Observatory1 and for the work to improve statistics on enterprises).
De plus, la continuité et la consolidation de l'action de la Communauté seront poursuivies, en particulier : - envers des catégories de PME qui jouent un rôle important pour le dynamisme de l'économie européenne, mais dont une proportion encore importante n'est pas en mesure de tirer parti des opportunités offertes par la réalisation du Marché intérieur : il s'agira principalement d'identifier les besoins des PME et de développer des actions pilotes, y compris pour les très petites entreprises et l'artisanat, les entreprises du commerce et de la distribution, les entreprises coopératives, mutualistes, ainsi que les associations et fondations, notamment en matière d'information et de coopération transnationale; - en stimulant un meilleur environnement financier pour les entreprises : il s'agira principalement de faciliter l'accès des PME aux sources de crédit (par exemple : cautionnement mutuel, capital à risque, analyse de la faisabilité de seconds marchés), et de faciliter l'accès des PME aux instruments financiers mis à disposition par la Communauté (en particulier, sera suivie dans ce contexte l'évolution du dossier relatif au nouveau Fonds Européen d'Investissement (FEI) compte tenu de son intérêt pour les PME); - en améliorant la connaissance de la situation des PME et des évolutions auxquelles elles doivent faire face, ainsi qu'en évaluant les mesures communautaires en leur faveur (poursuite du soutien aux travaux menés par l'Observatoire européen des PME(2) et des travaux d'amélioration des statistiques des entreprises).
