This is where I would like to conclude my brief report on a not unimportant contribution to what will probably be the last IGC before the largest, most historic and most risky enlargement since the inception of the present European integration process. This is why we need to seize this opportunity with both hands to prepare the European Union, with all its institutions and in all fields, to face the challenges of the 21st century successfully.
Ce bref exposé pour montrer, de façon non négligeable, de quoi sera vraisemblablement constituée la dernière CIG avant l’élargissement le plus important, le plus historique et aussi le plus risqué depuis l’existence de l’actuel processus d’intégration européenne. C’est pourquoi nous ne pouvons pas laisser passer l’occasion de préparer l’Union européenne, au sein de toutes ses institutions et sur tous les terrains, à relever les défis du XXIe siècle avec succès.

This Parliament has today established the foundations which will allow the Council of Ministers next week to go ahead with the fifth enlargement of our political project, which is surely the most historic enlargement, since it has allowed us to overcome the division between Europeans represented by the Berlin Wall and the Iron Curtain, which was quite simply the ultimate indignity and which fortunately now belongs to ancient history.
Aujourd'hui, ce Parlement a jeté les bases qui permettront au Conseil de ministres de procéder, la semaine prochaine, au cinquième élargissement de notre projet politique. Cet élargissement présente certainement la plus grande portée historique étant donné qu'il va nous permettre de surmonter la division entre Européens que représentaient le mur de Berlin et le rideau de fer, un comble d'indignité qui, heureusement appartient à présent à une époque bien révolue.

I would add my thanks, in particular, to Parliament for its tenacity and ambition, since the Council’s first reaction was more worthy of obsessive accountants than of politicians aware of the historic challenge facing us: the greatest and most difficult enlargement ever undergone as part of the project of European integration.
Je tiens par ailleurs à remercier tout spécialement le Parlement pour sa ténacité et son ambition, dès lors que la première réaction du Conseil était davantage digne de comptables au comportement obsessionnel que de politiques conscients du défi historique qui se pose à nous, à savoir l’élargissement le plus important et le plus délicat jamais entrepris dans le cadre du projet d’intégration européenne.

– (FR) We shall not be voting in favour of the Brok report, but certainly not because we are opposed to the idea of enlargement, which is, quite obviously, a historical inevitability, just as it is a geographical inevitability. Even the very name ‘Europe’, by definition, includes all the nations from the Atlantic to the Urals, although this has apparently been forgotten by a tiny part of the continent, the most prosperous and, in many ways, the most arrogant part, which appropriated the name half a century ago.
