E. whereas the paramilitary units of the oligarchs and the far-right have not been dissolved and are continuing their violent activities in the country; whereas Ukraine’s Minister of Interior, Arsen Avakov, has offered these paramilitary units new heavy weapons, including tanks and armoured personnel carriers, and given them enhanced brigade status; whereas Vadim Troyan, the deputy commander of the right-wing Azov Regiment and active member of the paramilitary organisation Patriot of Ukraine, has been appointed by the Ukrainian Minister of Interior as the head of the Kiev police; whereas Yuriy Mykhalchyshyn, who has openly promoted Joseph Goebbel’s ideology, will head up propaganda and analysis in the Security Service of Ukraine;

Where the competent authority of a Member State finds that a document presented by an applicant for the attribution of the rights deriving from this Regulation provides incorrect information and where the incorrect information concerned is decisive for the attribution of that right, the competent authority shall exclude the applicant from the procedure of granting aid for the same product for which the incorrect information has been given for a period of one year from the moment when a final administrative decision establishing the irregularity has been taken.

Articles 63 and 65 of Council Directive 2006/112/EC of 28 November 2006 on the common system of value added tax must be interpreted as meaning that, in circumstances such as those of the main proceedings, where building rights are established in favour of a company to erect a building, by way of consideration for construction services of certain real property which that company has undertaken to deliver on a turn-key basis to the persons who established those building rights, those provisions do not preclude the VAT on those construction services from becoming chargeable as from the moment when those building rights are established, that is to say, before those services are performed, provided that, at the time those rights are established, all the relevant information concerning that future supply of services is already known and, therefore, in particular, the services in question are precisely identified, and the value of those rights may be expressed in monetary terms, which it is for the national court to verify.
