If, in the end, I have a proposal that I simply do not have the capacity to put through the Council, I think it is beholden on me to look again and ask whether there are there things we could do, not to water down but to recognise the legitimate concerns and see whether we can put this through, perhaps in a pilot model or a more narrow model in order to test that what I say is true and in order that we can then hopefully broaden out later, because we have actually got an understanding of what it is we are trying to do.
Si, à la fin, j’ai une proposition que je ne suis simplement pas en mesure de faire adopter par le Conseil, je pense qu’il m’appartient de l’examiner une nouvelle fois et de demander s’il y a des choses que nous pourrions faire, pas en vue de l’assouplir mais pour reconnaître les préoccupations légitimes et voir si nous pouvons la mener à bien, peut-être dans un modèle pilote ou un modèle plus restreint afin de tester si ce que je dis est vrai et afin que nous puissions alors, avec un peu de chance, l’étendre par la suite, car nous avons en fait eu une bonne intelligence de ce que nous essayons de faire.
