IN-CONTEXT TRANSLATIONS

During the preparations for the Spring European Council in Brussels under the current Greek Presidency, we highlighted two shortcomings. The first was failure to attain the Lisbon objectives. The second concerned the need to tackle a number of outstanding structural reforms mentioned in Mr García-Margallo y Marfil’s report. Action on these is certainly needed.

García-Margallo y Marfil, réformes qui sont fondamentales et n’ont pas encore été menées à bien.

– (ES) Mr President, Commissioner, ladies and gentlemen, the Group of the European Liberal, Democrat and Reform Party supports Mr García-Margallo y Marfil’s report. We believe it rightly emphasises the importance of providing a more appropriate framework to ensure that the objectives set in the various stability pacts and the main broad guidelines of economic policy are attained. The stability and credibility of the Union’s economy and its single currency are at stake.

García-Margallo y Marfil, que soutient le groupe du parti européen des libéraux démocrates et réformateurs, souligne à juste titre la nécessité d’offrir un cadre plus adéquat en vue de garantir le respect des objectifs fixés dans les différents pactes de stabilité et les principales grandes orientations des politiques économiques, dont la réalisation épaule la stabilité et la crédibilité de l’économie de l’Union et sa monnaie unique.

To my chagrin, I have to say that little has been done with this criticism since. It is therefore logical that the same criticism should now also apply to the report by Mr García-Margallo y Marfil.
À mon grand regret, je dois dire qu’on a fait peu cas de cette critique, et il est dès lors logique que cette critique s’applique aujourd’hui au rapport de notre collègue, M. García-Margallo y Marfil.

We must therefore recognise that the García-Margallo y Marfil report is much better and much more useful than Mr Trentin’s, now that it has been cut to ribbons by the Committee on Economic and Monetary Affairs. Be that as it may, I have long acknowledged that Mr García-Margallo y Marfil has demonstrated considerable qualities in his role as a rapporteur. As Mr Langen said, the Trentin report is clearly not actually a report drawn up by Mr Trentin.
En conséquence, il faut bien le reconnaître, après le charcutage que lui a infligé la commission économique et monétaire, le rapport de M. The García-Margallo y Marfil report does contain discrepancies. It is forced to juggle the fact that the Stability and Growth Pact must be welcomed, while also acknowledging the need to finance investments. It acknowledges that the article in the Treaty of Maastricht which prevents European institutions from criticising the European Central Bank must not be undermined, while also stating that it is nonetheless necessary to provide credit at special rates for the required investments. It mentions taxation, not interest rates.
La contradiction du rapport de M. García-Margallo y Marfil est la suivante : il doit sans arrêt jongler avec le fait qu'il doit saluer le pacte de stabilité, tout en disant qu'il faudrait néanmoins parvenir à financer des investissements ; il doit s'abstenir de remettre en cause l'article du traité de Maastricht qui interdit aux institutions communautaires de critiquer la Banque centrale européenne, tout en disant qu'il faudra toutefois accorder aux investissements nécessaires des crédits à taux spéciaux ; il parle de fiscalité, pas de taux d'intérêt.
