In designing its mobility strategy for researchers in the ERA, the present Communication takes into account the approach towards researchers from candidate countries developed in the Commission decision on the negotiation mandates for enlargement [4], as well as the approach towards third country nationals developed within the Commission's amended proposals for a "Directive of the European Parliament and of the Council on the posting of workers who are third-country nationals for the provision of cross-border services" [5], and a "Council Directive extending the freedom to provide cross-border services to third-country nationals established within the Community". [6] Finally, in the framework of the present Communication, the Commission is fully aware of the challenges and opportunities presented in the research area by the forthcoming enlargement of the EU.
Dans ce dernier cas en effet, il convient d'éviter une "fuite des cerveaux" dans les régions moins développées en encourageant activement la mobilité vers ces régions et à partir de ces régions. La définition de la stratégie concernant la mobilité des chercheurs dans l'EER tient compte de la ligne d'action adoptée vis-à-vis des chercheurs des pays candidats dans la décision de la Commission concernant les mandats de négociation en vue de l'élargissement [4], ainsi que de la ligne d'action adoptée vis-à-vis des ressortissants des pays tiers dans les deux propositions modifiées de la Commission concernant une "directive du Parlement européen et du Conseil relative aux conditions de détachement des travailleurs salariés ressortissants d'un État tiers dans le cadre d'une prestation de services transfrontaliers" [5], et une "directive du Conseil étendant la libre prestation de services transfrontaliers aux ressortissants d'un État tiers établis à l'intérieur de la Communauté" [6]. Enfin, la Commission montre, à travers la présente communication, qu'elle est tout à fait consciente des difficultés et des perspectives présentées par le prochain élargissement de l'Union européenne dans le domaine de la recherche.
