The new framework agreement on cooperation with the EIB concerns not only Cohesion Fund projects, but also ISPA projects and major projects under the ERDF.

Some preparatory activities have however started for two major projects under the Regional Development operational programme under Component III. Under Component V for rural development, the year 2008 was the year of the preparation for accreditation of the operational structures so there was no programme implementation.
Quelques activités préparatoires ont toutefois commencé pour deux grands projets relevant du programme opérationnel de développement régional au titre du volet III. Au titre du volet V, consacré au développement rural, 2008 a été l'année de la préparation à l'accréditation des structures opérationnelles et aucun programme n'a donc été mis en œuvre.

32. Calls upon the Turkish Government to halt its plans for the construction of the Akkuyuy nuclear power plant; points out that the envisaged site is located in a region prone to severe earthquakes, hence posing a major threat not only to Turkey but to the Mediterranean region; accordingly, requests that the Turkish Government join the Espoo Convention, which commits parties to notifying and consulting each other on major projects under consideration that are likely to have a significant adverse environmental impact across boundaries; to this end, asks the Turkish Government to involve, or at least consult, the governments of its neighbouring countries, such as Greece and Cyprus, during any further developments in the Akkuyu venture;
32. demande au gouvernement turc d'interrompre son projet de construction d'une centrale nucléaire à Akkuyu; souligne que le site prévu se trouve dans une région à forte activité sismique, ce qui représente un risque important non seulement pour la Turquie, mais bien pour l'ensemble du bassin méditerranéen; demande par conséquent au gouvernement turc de ratifier la convention d'Espoo, laquelle engage les parties à notifier et à se consulter sur tous projets majeurs à l'étude susceptibles d'avoir un impact transfrontière préjudiciable important sur l'environnement; demande à cette fin au gouvernement turc d'associer – ou, à défaut, de consulter – les gouvernements des pays voisins, tels que Chypre et la Grèce, lors de toute phase ultérieure du projet de centrale à Akkuyu;

(a)the operation consists of the second or subsequent phase of a major project under the previous programming period for which the preceding phase or phases are approved by the Commission not later than 31 December 2015 pursuant to Regulation (EC) No 1083/2006; or in the case of Member States which acceded to the Union after 1 January 2013, no later than 31 December 2016.

Special transitional rules should be also laid down by way of derogation from article 59(1)b of Council Regulation (EC) No 1083/2006 as to when a managing authority can continue to carry out the functions of the certifying authority for operational programmes, implemented under the previous legislative framework, for the use of Commission assessment in accordance with Article 73(3) of the Council Regulation (EC) No 1083/2006 when applying article 113(5) and concerning the approval procedure of major projects under Article 92bis(1) point a.
Il convient par ailleurs de fixer des règles transitoires spécifiques, par dérogation à l'article 59, paragraphe 1, point b), du règlement (CE) n° 1083/2006 du Conseil, prévoyant les cas où une autorité de gestion peut continuer de remplir les fonctions de l'autorité de certification en ce qui concerne des programmes opérationnels mis en œuvre en vertu du cadre législatif précédent, régissant le recours à une évaluation par la Commission conformément à l'article 73, paragraphe 3, du règlement (CE) n° 1083/2006 du Conseil dans le cadre de l'application de l'article 113, paragraphe 5, du présent règlement, et concernant la procédure d'approbation des grands projets en vertu de l'article 92 bis, paragraphe 1, point a), du présent règlement.

Welcomes the close coordination with the EIB (European Investment Bank) and the EIF (European Investment Fund) which has led to the allocation of additional funding for EU projects totalling EUR 31.2 billion, including EUR 14.5 billion in individual loans and EUR 5 billion in global loans in the most disadvantaged regions; endorses the practice of calling on bank experts for rapid evaluations of major projects under the Structural Funds and generally advocates their greater involvement in audit and financial control;
