Notes with concern that in 2012, the Agency awarded grants under three major grant programmes to consortia consisting of environmental institutions and bodies in Europe, UN organisations and national environment organisations; observes that total grant expenditure in 2012 amounted to EUR 11 900 000, representing 27 % of the total operating expenditure; notes that while the Agency’s ex ante verifications before reimbursement of costs claimed by beneficiaries consist of a desk analysis of cost claims, it does not usually obtain any document from beneficiaries to substantiate the eligibility and accuracy of the staff costs claimed, which represent the main part of costs;
13. observe avec inquiétude qu'en 2012, l'agence a octroyé des subventions au titre de trois grands programmes de subventions à des consortiums constitués d'institutions et d'organes environnementaux européens, d'organisations des Nations unies et d'organisations environnementales nationales; constate que le montant total des dépenses liées aux subventions s'est élevé en 2012 à 11,9 millions d'euros, soit 27 % du total des dépenses opérationnelles; relève qu'en règle générale, alors que ses vérifications ex-ante avant le remboursement des coûts déclarés par les bénéficiaires consistent en une analyse documentaire des déclarations de coûts, l'agence n'obtient de la part des bénéficiaires aucun document permettant d'étayer l'éligibilité et l'exactitude des frais de personnel déclarés, qui représentent la majeure partie des coûts;

Takes note from the Court’s report that the Agency has awarded grants under five grant programmes to consortia consisting of environmental institutions and bodies in Europe, United Nations organisations and national environment organisations; observes that the total grant expenditure in 2013 was EUR 13 900 000, representing 31 % of the total operating expenditure; acknowledges that following the Court’s comment of 2014, the Agency intensified its checks on the eligibility and accuracy of staff costs claimed under the grant programmes, as these represent the major part of total costs;
