Zhejiang Huadong claimed that the choice of Taiwan as a benchmark is not reasonable and objective for the following reasons: 1) Zhejiang Province was not a developed-high GDP region similar to Taiwan at the time the LURs were bought; 2) the Commission's selection of actual land prices in Taiwan was based on offers for sale of industrial land and not on the basis of actual prices for leasehold for industrial use which is similar to LUR assigned to Zhejiang Huadong.
Zhejiang Huadong a avancé que le choix de Taïwan comme référence n'était pas raisonnable et objectif pour les raisons suivantes: 1) la province de Zhejiang n'était pas une région développée à PIB élevé semblable à Taïwan à l'époque où les DUS ont été acquis; 2) la sélection, par la Commission, des prix réels des terrains à Taïwan reposait sur des offres de vente de terrains industriels et non sur des prix réels pour un bail à usage industriel analogue aux DUS attribués à Zhejiang Huadong.
