IN-CONTEXT TRANSLATIONS

110. Welcomes efforts to improve the documentation of alleged human rights abuses in Western Sahara, in particular through the institution of the CNDH, with offices in Laayoune and Dakhla, as recognised by the UN; notes the positive work of the CNDH and calls on the Moroccan Government to help strengthen its independence and remit, and to ensure the implementation of its recommendations; encourages, moreover, the CNDH to increase its efforts to build relationships with those Sahrawis who are hostile to Moroccan rule and to guarantee adequate follow-up to complaints; welcomes Morocco’s adoption in 2012 of three of the five UN Human Rights Council recommendations on the human rights situation in Western Sahara, and calls on it to adopt the remaining two; welcomes, furthermore, Moroccan invitations to ad-hoc international delegations, including the UNSR on torture, and the fact that those invitations were accepted; urges the Moroccan authorities to give authorisation for fact-finding missions to be conducted by other international organisations, such as the African Commission on Human and Peoples’ Rights and the European Parliament; urges all relevant parties to continue such engagement with UN human rights bodies; supports the creation of an official MINURSO-ICRC mission in the area of Fadret Leguiaa in order to proceed with the exhumation and the restitution of remains to families, following the discovery of common graves by the investigation team of the University of the Basque Country;

Welcomes, in this regard, the resumption on Monday 8 November 2010 in New York of informal talks between the Polisario Front and Morocco, in the presence of Algerian representatives, and the fact that the talks continued despite the clashes at Laâyoune; notes with satisfaction that it has already been agreed that further talks are to take place in December 2010 and January 2011;
11. se félicite à cet égard que les pourparlers informels entre le Front Polisario et le Maroc, en présence de l'Algérie, aient repris le lundi 8 novembre 2010 à New York, et se soient poursuivis malgré les heurts à Laâyoune et note avec satisfaction les nouveaux rendez‑vous fixés dans la foulée, en décembre et janvier prochain;

7. Calls on the local Moroccan authorities – the evidence of socio-economic development noted by the Ad hoc Delegation when it visited Laâyoune on 27 January 2009 notwithstanding and given that the region’s level of development is still below the Moroccan national average – to take into consideration the demands for an improvement in the socioeconomic conditions of the Sahrawis, who believe that they do not receive a fair share of the profits from their region’s natural resources;
7. demande toutefois, nonobstant le développement socioéconomique que la commission ad hoc a pu observer à Laâyoune lors de sa visite du 27 janvier 2009, aux autorités locales marocaines de prendre en considération, sachant que la région demeure malgré tout sous la moyenne nationale marocaine, les revendications concernant l'amélioration des conditions socioéconomiques des Sahraouis, qui estiment qu'ils ne reçoivent pas une part équitable des bénéfices tirés des ressources naturelles de leur territoire;
