The Commission shall advise the exporters, importers and representative associations of importers or exporters known to it to be concerned, as well as representatives of the beneficiary country concerned and the complaining Union producers, of the initiation of the investigation and, with due regard to the protection of confidential information, provide the full text of the written complaint to the known exporters and to the authorities of the exporting country, and make it available upon request to other interested parties involved.

What is now known as the Joint Aviation Authorities (JAA) originated in the early 1970s at the initiative of the manufacturing industry, in view of the co-operation which was then taking place across European borders on projects such as Concorde and Airbus. Initially the joint activity was conducted on an informal basis, but in 1979 the participating national aviation authorities signed an Arrangement.
