Resolves to ensure that the regulation to be adopted for the implementation of the 'citizens' initiative' lays down clear, simple and user-friendly conditions for the exercise of this citizens' right; considers that the Committee on Petitions should be closely involved in citizens' initiatives and could act as a platform for promoting individual initiatives and the initiative right itself, whilst recognising that the Commission is the sole addressee of citizens' initiatives; considers that mechanisms should be provided for in the implementing regulation enabling Parliament to adopt a position on, and if appropriate champion, such initiatives;

Supports the initiatives set out in the Commission communication; welcomes the detailed analysis of the 27 sectors and the clear focus in the recommendations; sees, however, the concrete implementation of the initiatives as the current challenge; believes that, to guarantee coherent implementation in the long term, the initiatives proposed will need to be coordinated within one directorate-general, the Directorate-General for Enterprise and Industry, and one Council configuration, the "Competitiveness" configuration; in this respect, calls on the Commission to inform the European Parliament of the progress achieved in relation to the initiatives before the end of 2006; calls on the Commission also to consider the possibility of a systematic evaluation and regular assessment of the benefits and added value of initiatives such as high-level groups, innovation panels and working parties in those sectors in which they operate;
9. approuve les initiatives exposées dans la communication; accueille favorablement l'analyse détaillée des vingt-sept secteurs et la clarté des recommandations; considère cependant que le principal défi à relever aujourd'hui est d'assurer l'application concrète des initiatives; estime qu'en vue d'assurer à long terme la cohérence dans l'exécution, il est nécessaire que la coordination des initiatives proposées soit assurée par une Direction générale, la Direction générale Entreprises et industrie, et par une formation du Conseil, le Conseil "Compétitivité"; invite la Commission, à cet égard, à l'informer des progrès réalisés dans ces initiatives avant la fin de 2006; demande également à la Commission d'explorer la possibilité d'une évaluation systématique et d'un bilan régulier des avantages et de la valeur ajoutée offerts par certaines actions telles que des groupes de haut niveau, des panels d'innovation et des groupes de travail, quel que soit le secteur dans lequel ils sont actifs;
