Following the SARS outbreak in 2003, three reports were released — I had the privilege of participating in two of the three reports — one completed by the National Advisory Committee on Severe Acute Respiratory Syndrome and Public Health, which was headed by Dr. David Naylor — the Naylor report — and another by the Senate Standing Committee on Social Affairs, Science and Technology, chaired by our colleague Senator Kirby — the Kirby report.
