Perhaps it would facilitate federal/provincial agreement if, instead of Ottawa saying, " We are giving this money to the provinces, but we don't know exactly where it's going," and so on, we announced that we are basically pulling back some of the federal income tax, and that there will be a pull-back also on the provincial side; that we know the proceeds of that pull-back will be used jointly to fund health care in each province, managed by an agency with a legislated mandate to cover what could correspond to the definition of coverage, with the need to account for what it does, and have medium term plans, and so on.
