I think the balancing act has to be done in light of the fact the entitlement of all Canadians, including journalists who work both in their capacity as journalists and sort of as servants of Canadians in providing them with information, is a right that is ensconced as a fundamental freedom in the charter itself. The right to privacy, as it will be embodied in this legislation, is a very valuable right.
