For fusion to become a credible option for commercial energy production, it is, firstly, necessary to successfully complete, in a timely manner, the construction of ITER and start its operation.

(3) In the framework of the negotiations to obtain the support of the other ITER parties to fix the site for ITER in Europe, the Agreement between the European Atomic Energy Community and the Government of Japan for the Joint Implementation of the Broader Approach Activities in the Field of Fusion Energy Research was concluded in 2007 setting out complementary joint fusion research activities in the territory of Japan to ensure the rapid start-up of high performance operation of ITER.

The 2012 European Fusion Development Agreement (EFDA) Roadmap to the Realisation of Fusion Energy identifies the need for the continuous financial support for key projects, and for research and development activities in key domains, until the start date of ITER's functioning, in order to meet the scientific and technological challenges leading to the realisation of fusion energy.
La feuille de route en vue de la concrétisation de l'énergie de fusion, définie en 2012 dans le cadre de l'accord EFDA (European Fusion Development Agreement), marque la nécessité d'apporter un soutien financier continu aux projets majeurs, ainsi qu'aux activités de recherche et de développement dans les domaines principaux jusqu'à la date du début du fonctionnement d'ITER, de manière à pouvoir relever les défis scientifiques et technologiques sur la voie de la réalisation de l'énergie de fusion.

The Community has played a key role in the development of a next step international fusion project, the ITER, starting in 1988 with Conceptual Design Activities , continuing in 1992 with Engineering Design Activities which were extended by three years in 1998 and followed by a second agreement in 1994 which, in 2001, produced a detailed, complete and fully integrated engineering design for a research facility aimed at demonstrating the feasibility of fusion as an energy source from which the Community could derive significant benefit, in particular in the context of ensuring the security and diversity of its long-term energy supply.
La Communauté a joué un rôle essentiel dans la mise au point d'ITER, projet international représentant une nouvelle étape dans le domaine de la fusion, tout d'abord à partir de 1988, avec les activités d'avant-projet , puis en 1992, avec les activités ayant trait au projet détaillé , prolongées de trois ans en 1998 et en 1994, avec un second accord qui a abouti, en 2001, à un projet détaillé complet et pleinement intégré pour une installation expérimentale, visant à démontrer la faisabilité de la fusion en tant que source d'énergie, dont la Communauté pourrait tirer d'importants avantages, en particulier en vue de garantir la sécurité et la diversité de son approvisionnement énergétique à long terme.

1. A European Joint Undertaking for ITER and the Development of Fusion Energy (Fusion for Energy) (the Joint Undertaking) is hereby established for a period of 35 years starting on 19 April 2007.
