IN-CONTEXT TRANSLATIONS

The EU-Russia Energy Dialogue has been strengthened recently through the signature of an enhanced Early Warning Mechanism to further improve coordination in case of supply or demand emergencies, the establishment of a EU-Russia Gas Advisory Council, and intensive discussions on future infrastructure developments, including the regulatory framework.

Calls on the Council and the Commission to ensure that the principles of the Energy Charter and the Transit Protocol annexed thereto are included in a new Partnership Agreement between the EU and Russia to ensure a reliable aand secure energy supply based on equal standards; welcomes the signature in February 2011 of an updated Early Warning Mechanism to further improve coordination in the event of supply or demand emergencies; welcomes the agreement to set up a Gas Advisory Forum which should provide input, including from industry, on developments in the Russian and European gas markets;
9. demande au Conseil et à la Commission de veiller à ce que les principes énoncés dans la Charte de l'énergie et dans le protocole sur le transit y annexé figurent dans un nouvel accord de partenariat entre l'Union européenne et la Russie pour garantir un approvisionnement énergétique fiable et sûr fondé sur des normes égales; se félicite de la signature en février 2011 d'un mécanisme d'alerte précoce actualisé permettant d'améliorer la coordination en cas de crise au niveau de l'approvisionnement ou de la demande; accueille favorablement l'accord visant à mettre en place un forum consultatif en matière de gaz, qui devrait apporter des informations, y compris de l'industrie, sur les développements sur les marchés du gaz russe et européen;

(14) The Commission has indicated its intention to set up a European Regulators Group for Electricity and Gas which would constitute a suitable advisory mechanism for encouraging cooperation and coordination of national regulatory authorities, in order to promote the development of the internal market for electricity and gas, and to contribute to the consistent application, in all Member States, of the provisions set out in this Directive and Directive 2003/54/EC of the European Parliament and of the Council of 26 June 2003 concerning common rules for the internal market in electricity(5) and in Regulation (EC) No 1228/2003 of the European Parliament and of the Council of 26 June 2003 on conditions for access to the network for cross-border exchanges in electricity(6).
(14) La Commission a manifesté l'intention d'instituer un groupe des organes de régulation européens de l'électricité et du gaz, qui constituerait un mécanisme consultatif adapté pour encourager la coopération et la coordination des organes de régulation nationaux, de manière à promouvoir le développement du marché intérieur de l'électricité et du gaz et à contribuer à l'application cohérente dans tous les États membres des dispositions visées par la présente directive, la directive 2003/54/CE du Parlement européen et du Conseil du 26 juin 2003 concernant des règles communes pour le marché intérieur de l'électricité(5) et le règlement (CE) n° 1228/2003 du Parlement européen et du Conseil du 26 juin 2003 sur les conditions d'accès au réseau pour les échanges transfrontaliers d'électricité(6).
