(16) The host Member State should be able, in connection with the exercise of the right of establishment and the freedom to provide services, to require compliance with specific provisions of its own national laws or regulations on the part of institutions not authorised as credit institutions in their home Member States and with regard to activities not listed in Annex I to this Directive provided that, on the one hand, such provisions are not already covered by Regulation [inserted by OP], are compatible with Union law and are intended to protect the general good and that, on the other hand, such institutions or such activities are not subject to equivalent rules under this legislation or regulations of their home Member States.

Bill S-220 proposes some minor adjustments: first, it will ensure that the criteria for calculating significant demand are logical, mandatory, clear, inclusive and compatible with the purpose of the law; second, it will clarify the role of the federal government as leader in the area of official languages by ensuring that federal institutions are required to do at least as much as the provinces; third, it will establish a mechanism for reviewing communications and provision of services after each decennial census; fourth, it will guarantee services of equal quality to users in either official language, by including in the law this principle recognized by the Supreme Court of Canada; fifth, it will make decision makers accountable by ensuring that the public is informed and consulted before exempting a service or an institution from application of the law; and sixth, it will improve understanding of the rights of the travelling public.

(11) Assistance for candidate countries as well as for potential candidate countries under this Regulation, and for other entities such as individuals and non-governmental organisations under a separate instrument devoted to the promotion of human rights and democracy, should continue to support them in their efforts to strengthen democratic institutions and the rule of law, carry out economic reforms aimed at the promotion of a market economy and free and fair trade, reform public administration, prepare EU-compatible National Development Plans, respect human as well as minority rights, promote gender equality, support the development of civil society, including institution-building for NGOs, improve consumer rights, and advance regional cooperation as well as reconciliation and reconstruction, and contribute to sustainable development and poverty eradication in these countries, and should therefore be targeted to support a wide range of institution building measures.

After intensive talks today in Brussels, Competition Commissioner Mario Monti and State-Secretary Caio Koch-Weser from Germany's Federal Ministry of Finance accompanied by Finance Ministers Peer Steinbrück (Nordrhein-Westfalen), Kurt Faltlhauser (Bavaria), Gerhard Stratthaus (Baden-Württemberg) and by the President of the German Savings Banks Association, Dietrich Hoppenstedt, reached conclusions that should clear the road to rendering the German system of State guarantees for public law credit institutions compatible with the State aid rules of the EC Treaty .The conclusions spell out the key measures for implementing the understanding reached between the German Authorities and the Commission on 17 July 2001 regarding the principles of a solution concerning the two forms of guarantees, "Anstaltslast" and "Gewährträgerhaftung", to Landesbanken and savings banks.

4. Where a competent authority of the home Member State is notified under paragraph 2, and unless it has reason to doubt that the administrative structure or the financial situation of the institution or the good repute and professional qualifications or experience of the persons running the institution are compatible with the operations proposed in the host Member State, it shall within three months of receiving all the information referred to in paragraph 3 communicate that information to the competent authorities of the host Member State and inform the institution accordingly.
4.
