But the balance chosen between the three goals should be highly decentralised. Member States with a relatively under developed agricultural infrastructure might well decide to put the emphasis on modernisation and restructuring, so that CAP rules can be implemented effectively and the agricultural sector can compete well.

Encourages water companies to reinvest economic revenues generated from the water management cycle in maintaining and improving water services and protecting water resources; recalls that the principle of cost recovery of water services includes environmental and resource costs whilst respecting both the principles of fairness, transparency and the human right to water and the obligations of the Member States to implement their cost recovery obligations in the best way possible as long as this does not compromise the purposes and the achievement of the objectives of the WFD; recommends putting an end to practices where economic resources are diverted from the water sector to finance other policies, including when water bills contain concession fees that have not been earmarked for water infrastructure; recalls the worrying state of infrastructure in some Member States where water is being wasted owing to leaks from unsuitable and obsolete distribution networks, and urges the Member States to reinforce investment in improving infrastructure as well as other water services as a premise to guarantee the human right to water in the future;

15. Supports ENISA, in line with the Digital Agenda goals, in exercising its duties with regard to network information security, and in particular by providing guidance and advising Member States on how to meet baseline capabilities for their CERTs, as well as supporting the exchange of best practices by developing an environment of trust; calls on the agency to consult relevant stakeholders with a view to defining similar cyber-security measures for owners and operators of private networks and infrastructure, as well as to assist the Commission and Member States in contributing to the development and uptake of information security certification schemes, norms of behaviour and cooperation practices among national and European CERTs and owners and operators of infrastructure as and where needed through the definition of technologically neutral common minimum requirements;

Is of the opinion that, in addition to the challenges identified in the ESS as adopted in 2003, the security interests of the Union include the protection of its citizens and its interests inside the EU as well as abroad, the security of its neighbourhood and the protection of its external borders and critical infrastructure, as well as the improvement of its cyber security, the security of energy supply and sea lanes, the protection of its space assets and protection against the consequences of climate change;

(49) In accordance with the principles of subsidiarity and proportionality as set out in Article 5 of the Treaty, the objectives of this Directive, namely to coordinate arrangements in the Member States governing the allocation of railway infrastructure capacity and the charges made for the use thereof as well as safety certification, cannot be sufficiently achieved by the Member States in view of the need to ensure fair and non-discriminatory terms for access to the infrastructure as well as to take account of the manifestly international dimensions involved in the operation of significant elements of the railway networks, and can therefore, by reason of the need for coordinated trans-national action, be better achieved by the Community.

The report is therefore well-worked and makes a solid contribution to the understanding of the policy of charging for infrastructures as well as its application, a key issue in the orientation of transport policy and in making progress with a policy which guarantees lasting transport and mobility for the future and in dealing in a rational way with the extraordinary demand to which we are going to have to find a solution in the years to come.
Par conséquent, le rapport est peaufiné et contribue de manière significative à la compréhension de la politique de tarification des infrastructures et de sa mise en œuvre, question clef dans l'orientation de la politique des transports.
