It provides a much-needed level playing field at the Union's level, and will allow recovery of the internal and external costs of the use of the TENs road network. It will allow Member States, when adopted, to impose extra charges in some sensitive bottlenecked areas in order to finance alternative sustainable infrastructures (for example, estimates suggest that between 30 to 40% of the costs associated with the proposed Brenner Tunnel could be met using revenues from the mark-up allowed under the proposed Eurovignette rules). Finally, providing a clear and co-ordinated strategic vision of these infrastructure projects will help potential investors to determine the expected return on their investment, be it in the cross-border segment itself, in national segments of a TENs priority corridor, or in other connected infrastructures.

Senator Wallace: In terms of the capital requirements that you need to expand the bio-energy operations, I am wondering if there are examples or if you see the potential in any jurisdictions in Canada for partnering with other industries that would be in reasonably close proximity, where even the capital that is required may be provided by another industry — perhaps a refinery is near a mill — and together they provide the funding for the infrastructure in return, of course, for a supply of energy.

Hence, any access obligation should fully take into account the economic viability of those investments based on their risk profile, any time schedule for the return on investment, any impact of access on downstream competition and consequently on prices and return on investment, any depreciation of the network assets at the time of the access request, any business case underpinning the investment, in particular in the physical infrastructures used for the provision of high-speed electronic communications services, and any possibility previously offered to the access seeker to co-deploy.

Larry Bagnell: In the matter of global warming, the thawing of the northern permafrost, and damage to infrastructure: (a) has the government conducted any studies to ascertain the level of potential damage to all government infrastructure in the Territories of Yukon, Northwest and Nunavut; (b) what is the cost associated with this damage to replace, reconstruct, or stabilize this infrastructure; (c) what is the time frame in regard to making these repairs or replacing damaged infrastructure; (d) have municipal and territorial partners been advised of the level of damage as a result of thawing permafrost; (e) have residents of the North been advised of potential hazards resulting from global warming; (f) what are the monetary costs associated with the said study; (g) when was the study conducted and by whom; (h) how is the government monitoring northern infrastructure deterioration from global warming; (i) how frequently is the infrastructure being inspected; (j) is any of the economic stimulus money earmarked for the three territories being directed to repairs or new construction of infrastructure damaged or weakened by thawing permafrost, and, if so how much; (k) what are the names of the projects, the associated costs, the location of the projects and the projected completion dates for all projects funded by earmarked money as specified in (j); and (l) given that the MacKenzie Valley pipeline is a major infrastructure project scheduled for the North, has the government applied its assessment of global warming and permafrost melting damage to this project as well, and, if so (i) what were the results, (ii) what are the government’s plans in this matter?

It notes that the unbundling of the local loop currently concerns mainly the metallic infrastructure of a dominant entity and that investment in alternative infrastructures must have the possibility of ensuring a reasonable rate of return, since that might facilitate the expansion of these infrastructures in areas where their penetration is still low.
