Takes note from the Centre that the ex post grant verification plan for 2012 experienced delays and was merged with the grant verification plan for 2013; acknowledges that the grant verification plan for 2013 is being implemented with the help of an external audit firm, contracted under the Commission’s framework contract for the supply of technical assistance services in the field of audits and controls; calls on the Centre to inform the discharge authority about the results of the selected audits which are being performed under the 2013 plan;

Acknowledges from the Agency that in 2012 the Commission’s Internal Audit Service (IAS) carried out an in-depth risk assessment exercise in order to determine the audit priorities for the coming three years; observes that the IAS submitted its final strategic audit plan for 2013-2015 on 3 December 2012, defining the prospective topics for the IAS audits of the Agency for this period; notes that the IAS also carried out a desk review on information provided by the Agency, which showed that no critical recommendations were open as of 31 December 2012; notes with concern, however, that the implementation of four very important recommendations was delayed, with respect to the deadlines defined by the Agency in the original action plans; notes that two of those recommendations are actually closed;
10. constate, d'après des informations fournies par l'Agence, qu'en 2012, le service d'audit interne (SAI) de la Commission a mené un exercice approfondi d'évaluation du risque afin de déterminer les priorités d'audit pour les trois années à venir; observe que le SAI a soumis son plan d'audit stratégique définitif pour la période 2013-2015 le 3 décembre 2012, lequel définit les thèmes sur lesquels porteront ses audits de l'Agence au cours de ladite période; relève que le SAI a également procédé à un contrôle documentaire des informations transmises par l'Agence, qui a révélé qu'aucune recommandation critique n'était en suspens au 31 décembre 2012; observe toutefois avec inquiétude que la mise en œuvre de quatre recommandations très importantes accusait un retard au regard des délais fixés à l'origine par l'Agence dans ses plans d'action; relève que deux de ces recommandations sont en réalité clôturées;

Acknowledges from the Joint Undertaking's reply to the Court of Auditors that the roles of the Joint Undertaking's internal audit function and the IAS were clarified and formalised through the approval, in March 2011, of the IAS and IAC Audit Charters; also takes note that a coordinated strategic audit plan for the period 2012-2014 is also being prepared to ensure that the impact of planned audits is optimised and any duplication of audit work between the IAS and IAC is minimised; calls therefore on the Joint Undertaking to inform the discharge authority about the state of preparation and implementation of the strategic audit plan for the period 2012-2014;
