In any event, the complaint about the absence of a regulatory mechanism guaranteeing the independence and impartiality of the Bureau is unfounded, because it is clear from the case-law that the guarantees conferred by the Community legal order in administrative proceedings include, in particular, the principle of good administration, to which is linked the duty of the competent institution to examine carefully and impartially all the relevant aspects of the individual case (judgments in Cases C‑269/90 Technische Universität München [1991] ECR I‑5469, paragraph 14, T‑44/90 La Cinq v Commission [1992] ECR II‑1, paragraph 86, and T‑70/99 Alpharma v Council [2002] ECR II‑3495, paragraph 182).
