Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. Definition: Syndromes in which the predominant manifestation is some form of tic. A tic is an involuntary, rapid, recurrent, nonrhythmic motor movement (usually involving circumscribed muscle groups) or vocal production that is of sudden onset and that serves no apparent purpose. Tics tend to be experienced as irresistible but usually they can be suppressed for varying periods of time, are exacerbated by stress, and disappear during sleep. Common simple motor tics include only eye-blinking, neck-jerking, shoulder- shrugging, and facial grimacing. Common simple vocal tics include throat-clearing, barking, sniffing, and hissing. Common complex tics include hitting oneself, jumping, and hopping. Common complex vocal tics include the repetition of particular words, and sometimes the use of socially unacceptable (often obscene) words (coprolalia), and the repetition of one's own sounds or words (palilalia).

Building on PASR, the 7th RTD Framework Programme (FP7, 2007-2013) saw a substantial increase of the budget for Security Research to 1,4 billion € including covering topics such as the detection of explosives, the protection against CBRN terrorism, crisis management and the protection of critical infrastructure.

Given the wide range of topics and issues tackled by the joint objectives, the Social Protection Committee and the other competent bodies (the Employment Committee, the Economic Policy Committee, the future High Level Group on Health Services and Medical Care created in parallel by the Commission) should forge close links, including the establishment of a work programme to identify the topics relevant to each.

In conclusion, I would add that it is important to include the topic of closer cooperation on the agenda of the Intergovernmental Conference – and we greatly appreciate the efforts of the Portuguese Presidency in this area – but, in our opinion, the agenda cannot be extended to include this subject alone without serious consideration of all the other points put forward by Parliament in the resolution of 13 April.

Whether we call it a substantial, comprehensive or weighty agenda, I am delighted to see that the Portuguese Presidency is willing – seriously and without “wilfulness”, as the President-in-Office put it – to work with the European Parliament to increase the awareness of the other governments and to include more topics in this agenda.
