Requests that the EEAS and the EU Delegations engage with human rights defenders and NGOs in a genuine and pragmatic political dialogue aimed at finding the best ways to support an enabling environment for their work; requests that the EU enhance its active diplomacy in third countries and strengthen the position of the human rights focal points in order to mainstream human rights in the daily political work of the relevant EU Delegation by systematically raising the names of political prisoners and engaging in trial monitoring and visits to prisons, and following up the cases in question; stresses the need for the EU to use public diplomacy to support human rights defenders, and to call for the release of imprisoned human rights activists; insists that senior EU representatives, including the VP/HR, the Council President, Commissioners, EU Special Representatives and government officials from the Member States, systematically meet human rights defenders, especially when travelling to countries where civil society is under pressure;

whereas, despite accepting 182 of the 227 recommendations put forward by the UN Human Rights Council at its June 2014 periodic review, Vietnam rejected recommendations such as the release of political prisoners and people detained without charge or trial, legal reform to end political imprisonment, the creation of an independent national human rights institution and other steps aimed at promoting public participation; whereas, however, Vietnam has recently allowed international human rights groups to meet with representatives of the opposition and government officials for the first time since the end of the Vietnam War.

whereas a Vietnamese lawyer and human rights activist, Lê Thu Hà, was arrested on 16 December 2015, at the same time as a prominent fellow human rights lawyer, Nguyễn Văn Đài, who was arrested for conducting propaganda against the state; whereas on 22 February 2016 human rights defender Trần Minh Nhật was attacked by a police officer at his home in Lâm Hà district, Lâm Đồng Province; whereas Trần Huỳnh Duy Thức, who was imprisoned in 2009 after a trial with no meaningful defence, received a sentence of 16 years followed by five years under house arrest; whereas there is serious concern for the deteriorating health of Buddhist dissident Thích Quảng Độ, who is currently under house arrest.

Calls on the Government of Vietnam to put an immediate stop to all harassment, intimidation, and persecution of human rights, social and environmental activists; insists that the government respect these activists’ right to peaceful protest and release anyone still wrongfully held; asks for the immediate release of all activists who have been unduly arrested and imprisoned such as Lê Thu Hà, Nguyễn Văn Đài, Trần Minh Nhật, Trần Huỳnh Duy Thức and Thích Quảng Độ.

Notes that the overall situation as regards human rights, labour rights, lack of support for civil society and the status of the rule of law remain worrying; calls for the human rights dialogues to be strengthened and made more effective and result-oriented, with the close cooperation and involvement of civil society organisations in the preparation, monitoring and implementation of such dialogues; calls on the EU and the VP/HR to raise publicly the cases of political prisoners and imprisoned human rights defenders and journalists and to call for the immediate release of all political prisoners and for fair and transparent legal procedures for the others; calls for the Rule of Law Initiative to improve transparency towards civil-society organisations and to include clear objectives to make possible a transparent assessment of its implementation and results;

The Council calls on the Uzbek authorities to urgently undertake effective measures to make progress in those fields, in particular by releasing all imprisoned human rights defenders and prisoners of conscience, allowing unimpeded operation of non-governmental organisations in the country, cooperating fully with all relevant UN Special Rapporteurs, guaranteeing freedom of speech and the media, proceeding with practical implementation of conventions against child labour and by fully aligning its election processes with international standards.
Il demande aux autorités ouzbèkes de prendre sans plus attendre des mesures concrètes pour progresser dans ces domaines, notamment en libérant tous les défenseurs des droits de l'homme et prisonniers d'opinion maintenus en détention, en autorisant les organisations non gouvernementales à travailler sans entrave dans le pays, en coopérant pleinement avec tous les rapporteurs spéciaux des Nations unies en la matière, en garantissant la liberté d'expression et la liberté des médias, en assurant la mise en œuvre effective des conventions contre le travail des enfants et en mettant les procédures électorales en conformité totale avec les normes internationales.

13. Reminds Iran of its obligations under the International Covenant for Civil and Political Rights and the commitments it undertook during its Universal Periodic Review at the UN Human Rights Council and calls for the immediate release of all political prisoners and imprisoned human rights defenders;
