The power to amend the list in Annex II and IIa to this Regulation should be exercised by the Council, in view of the serious political situation in Syria, and to ensure consistency with the process for amending and reviewing the Annex to Decision 2011/782/CFSP.

Your rapporteur takes the view that care must be taken to ensure that, in future, the Committee on Constitutional Affairs is involved in such work, with some of its members being appointed to serve on the appropriate body from as early as the stage when an IIA is being negotiated. That should ensure consistency and continuity between the negotiation and approval stages and any consequent changes to the Rules of Procedure.
Votre rapporteur est de l'opinion qu'il faudra veiller à ce qu'à l'avenir la commission constitutionnelle soit associée aux travaux à travers quelques-uns de ses membres déjà dans la phase de négociation d'un AII; ceci pour assurer cohérence et continuité entre la phase des négociations, celle de l'approbation et celle de la modification réglementaire éventuelle.
