Welcomes the institutional implications of the draft reform Treaty, as set by the IGC mandate, which extends qualified majority voting and co-decision powers to police and judicial cooperation in criminal matters and also entails the extension of competences in respect of EU asylum and immigration policies; welcomes in particular the extension of the ordinary legislative procedure to cover legal migration and considers it reasonable that Member States will continue to keep the sovereign right to determine the volume of economic migrants they can accept on their territories;
6. se félicite des incidences institutionnelles du projet de traité modificatif, tel que le définit le mandat de la Conférence intergouvernementale, qui étend le vote à la majorité qualifiée et les pouvoirs de codécision à la coopération policière et judiciaire en matière pénale; salue en particulier l'élargissement des compétences en matière de politique d'asile et d'immigration de l'Union; se félicite notamment de l'extension de la procédure législative ordinaire à l'immigration légale et juge raisonnable que les États membres conservent le droit souverain de déterminer le volume des travailleurs migrants qu'ils peuvent accepter sur leur territoire;

The Helsinki European Council (December 1999) reaffirmed this mandate and decided that the IGC would look at the size and composition of the Commission, the weighting of votes in the Council, the extension of qualified-majority voting, as well as any other institutional adjustments that would have to be made to the Treaties in connection with the above issues and in the context of implementing the Treaty of Amsterdam.
