Points out that, in addition to human suffering, the EU should also take into account all the consequences of the non-observance of human rights where failure to respect human rights and lack of legitimate democratic participation lead to instability, corruption, failed states, humanitarian crises or armed conflicts, phenomena which undermine the EU’s efforts in its development policy, and to which the EU or its Member States are obliged to react in the foreign and security policy domain; welcomes, in this connection, the EU’s recent efforts to include human rights violations in its early warning matrix linked to crisis prevention; calls, however, for stronger preventive action, and urges the VP/HR, the Commission and the Member States to develop a human-rights-based crisis prevention element which should be added to the EU’s comprehensive approach to external conflict and crises and should be included in the forthcoming revised European Security Strategy;

The measures referred to in this Regulation shall take into account the specific features of crisis or urgency situations and countries or situations where there is a serious lack of fundamental freedoms, where human security is most at risk or where human rights organisations and defenders operate under the most difficult conditions.

The Union should pay particular attention to countries and urgency situations where human rights and fundamental freedoms are most at risk and where disrespect for those rights and freedoms is particularly pronounced and systematic.

We have, for example, sought to implement the EU’s human rights guidelines, with a particular focus on freedom of expression, by action in support of those who defend human rights where they have suffered for exercising their freedom of expression.

Mexico has therefore determined to play an active role in various international fora. In particular I could mention the United Nations Commission on Human Rights, where Mexico is certainly pulling its weight.
