a.Pursuant to the EU CT Strategy, develop sets of ideas on how to prevent radicalisation and extremist violence among young people in third countries, how to assist EU activities and how to engage with media and community leaders to develop counter-narratives in these countries; promote and support that the human rights are at the centre of all legislation, policies and mechanisms on counter terrorism in third countries, while also ensuring compliance with IHL, and enabling principled humanitarian action.

Violence against women and girls is one of the most systematic and widespread human rights violations: 35% of women worldwide are estimated to have experienced at some point in their lives either physical and/or sexual intimate partner violence or sexual violence by a non-partner.

Stresses that the right to health is a human right, and calls for the parties involved in an armed conflict to guarantee the availability, accessibility, acceptability and quality of medical services during armed conflicts; calls for a global commitment to ensuring that women and girls are safe from the start of every emergency or crisis by addressing the risk of sexual and gender-based violence, by raising awareness, by taking steps to prosecute the perpetrators of such violence, and by ensuring that women and girls have access to the full range of sexual and reproductive health services, including safe abortions, in humanitarian crises, rather than perpetuating what amounts to inhumane treatment, as required by international humanitarian law and as foreseen in the Geneva Conventions and their Additional Protocols.

Takes note of the ongoing process of confirming EU priorities for the 22nd session of the UNHRC; welcomes the focus given by the EU to the situation in Syria, Burma/Myanmar, the Democratic People’s Republic of Korea (DPRK) and Mali, as well as its support for the extension of the mandate of the Special Rapporteur on the human rights situation in Iran; also endorses the focus on thematic issues such as freedom of thought, religion and belief, the abolition of the death penalty, the rights of the child, business and human rights, violence against women and LGBTI rights;

In its conclusions of 23 May 2005, the Council particularly welcomed the adoption of the Resolution on the Situation of Human Rights in Sudan by the 61st session of the United Nations Commission on Human Rights, which expresses deep concern at the situation of human rights in Darfur, including gender-based violence, condemns sexual violence against women and girls and calls upon all parties to the conflict to protect women and girls from sexual and other forms of violence. The Council urged the Sudanese Government to implement all the recommendations set out in the resolution.
Dans ses conclusions du 23 mai 2005, le Conseil a accueilli très chaleureusement l’adoption de la résolution sur la situation des droits de l’homme au Soudan lors de la 61e session de la commission des droits de l’homme des Nations unies. Cette résolution exprime une profonde inquiétude vis-à-vis de la situation des droits de l’homme au Darfour, concernant notamment les violences liées à l’appartenance sexuelle, condamne les violences sexuelles perpétrées sur les femmes et les jeunes filles et incite toutes les parties au conflit à protéger ces deux groupes de toute forme de violences, y compris sexuelles.
