whereas a Vietnamese lawyer and human rights activist, Lê Thu Hà, was arrested on 16 December 2015, at the same time as a prominent fellow human rights lawyer, Nguyễn Văn Đài, who was arrested for conducting propaganda against the state; whereas on 22 February 2016 human rights defender Trần Minh Nhật was attacked by a police officer at his home in Lâm Hà district, Lâm Đồng Province; whereas Trần Huỳnh Duy Thức, who was imprisoned in 2009 after a trial with no meaningful defence, received a sentence of 16 years followed by five years under house arrest; whereas there is serious concern for the deteriorating health of Buddhist dissident Thích Quảng Độ, who is currently under house arrest.

Without prejudice to the rights of the defence, and according to an individual assessment by the competent authorities of the personal circumstances of the victim, Member States shall ensure that victims of trafficking in human beings receive specific treatment aimed at preventing secondary victimisation by avoiding, as far as possible and in accordance with the grounds defined by national law as well as with rules of judicial discretion, practice or guidance, the following:

The salient points on the social side concerned the contexts of: employment, where -the priority given in national policies to the creation of jobs and on the role of employment as an essential factor of integration were stressed; -the summit also gave prominence to the promotion of the fundamental rights and interests of workers through respect of the ILO Conventions on the banning of forced and child labour, the freedom of workers to organise and bargain collectively and the principle of non-discrimination; -in addition, the countries represented were urged to encourage the establishment of employer/employee relations in their national legislations; poverty, for which: - the structural causes were recognised along with the need for a multi- dimensional approach involving the poor themselves; - a commitment was received from all the countries to announce as soon as possible national plans to reduce all forms of poverty and to eradicate absolute poverty; prevention of exclusion, for which: - the role and importance of society in general in the preparation, implementation and monitoring of social policy were acknowledged; - the need for access for everyone to basic social services such as health care and education was recognised; equal opportunities for men and women, where: - the role and importance of the involvement of women in social, political, cultural and economic life were highlighted as part of the lead-up to the fourth World Women's Conference in Beijing; human rights, where: - respect for all human rights and for democracy as essential elements in development were explicitly and unequivocally acknowledged.
Au niveau social, il faut relever : Dans le domaine de l'emploi - l'accent a été mis sur la place centrale accordée à la création d'emplois dans les politiques nationales et sur le rôle de l'emploi comme facteur essentiel d'intégration; - le Sommet a aussi mis en avant la promotion des droits fondamentaux et des intérêts des travailleurs à travers le respect des conventions de l'OIT relatives à l'interdiction du travail forcé et du travail des enfants, la liberté d'association et le droit de négociation collective et le principe de non discrimination; - en outre, les Etats sont invités à encourager à l'établissement de relations industrielles, dans le cadre de leur législations nationales. Dans le domaine de la pauvreté - les causes structurelles ont été reconnues, ainsi que la nécessité d'une approche multidimensionnelle avec la participations des pauvres eux-mêmes; - un engagement de tous les pays a été obtenu d'annoncer dans les plus brefs délais des plans nationaux pour réduire toutes les formes de pauvreté et pour éliminer la pauvreté absolue. Dans le domaine de l'intégration - la reconnaissance du rôle et de l'importance de la société civile dans la formulation, la mise en oeuvre et l'évaluation des politiques sociales; - l'accès pour tous aux services sociaux de base comme les soins de santé et l'éducation. Dans le domaine de l'égalité entre hommes et femmes - la reconnaissance du rôle et de l'importance de la participation des femmes dans la vie sociales, politique culturelle et économique a été mis en vidence, annoncant ainsi la 4ème conférence mondiales sur les femmes à Pékin. Dans le domaine des droits de l'homme - La reconnaissance claire et sans équivoque du respect de tous les droits de l'homme et de la démocratie définis comme éléments indispensables au développement.

Reference may be made to the Commission by any Contracting Party (Article 24), and the Commission may receive petitions from any person, non-governmental organization or group of individuals (Article 25) provided that the State against which the complaint has been lodged has expressly recognized this individual right of redress.1 The Commission of Human Rights first has to consider whether a petition is admissible.
