Enslavement is defined as “the exercise of any or all of the powers attaching to the right of ownership over a person and includes the exercise of such power in the course of trafficking in persons, in particular women and children” (Article 7.2).Recital 3 of the Council Framework Decision of 19 July 2002 on combating trafficking in human beings points out that it comprises serious violations of fundamental human rights; OJ L 203, 1.8.2002, p. 1.
