Expresses concern over the adoption in August 2014 of anti-terrorism legislation that can impact on the fulfilment of international human rights legal standards; stresses that even though such criminal laws, which generally concern pre-trial investigation, preventive detention and the use of force by law enforcement authorities, have been adopted in order to deal with the situation in eastern Ukraine, the country´s delicate security situation does not preclude the fulfilment by Ukraine of its international legal obligations; calls, therefore, on the Ukrainian authorities to commit themselves to adherence to and compliance with international human rights law and international humanitarian law, and stresses that such commitment is crucial to building a truly free and democratic society;
21. se montre inquiet face à l'adoption, en août 2014, d'une législation antiterroriste qui peut avoir une incidence sur le respect des normes juridiques internationales en matière de droits de l'homme; souligne que même si ces lois pénales, qui concernent de façon générale les enquêtes préparatoires, la détention préventive et l'usage de la force par les services répressifs, ont été adoptées pour faire face à la situation dans l'Est de l'Ukraine, la délicate situation du pays du point de vue de la sécurité ne dispense pas l'Ukraine de respecter ses engagements juridiques internationaux; demande par conséquent à l'Ukraine de s'engager à respecter la législation internationale en matière de droits de l'homme et le droit humanitaire international et souligne que cet engagement est fondamental pour construire une société réellement libre et démocratique;

Insists that NGOs must be free to carry out their legitimate activities, including research into human rights, legal and constitutional issues; is of the opinion that no laws should be passed which restrict their activities to humanitarian or social work or restrict their interaction with ‘foreign bodies’; condemns, therefore, the letter from Egypt’s Ministry of Insurance and Social Affairs sent to the NGO the Egyptian Organisation for Human Rights, giving information on new restrictions;

F. having regard to the closure of the Centre for Trade Union and Workers' Services and its branches, this being the first closure of an advocacy NGO by an executive decision, and the closing down of the Association for Human Rights Legal Aid (AHRLA) and the ensuing verdict against the human rights activist Kamal Abbas, the general coordinator of the centre, for committing libel against Mohammed Mostafa, following his publication of an essay in the periodical Kalam Sanya ,

The leader organization is Penal Reform International, based in London, which will have as counterparts the Ministries of Justice of the three targeted countries, as well as the National Institute of Legal Studies and the Institute for documentation, information and training in human rights in Morocco; the Institute of Human rights of Beirut Bar, the Lebanese NGOs' forum and the Association Dar El Amal in Lebanon; and The Royal Commission of Human Rights and the Royal Institute for Training of Judges in Jordan.

This far-reaching decision is well in line with the aims of the Common Strategy on Ukraine as regards the promotion of human rights, as well as the letter and the spirit of the European Convention for the Protection of Human Rights and all other relevant international legal instruments which call for the abolition of this inhumane practice.n the light of this positive decision, which strengthens the strategic partnership between the EU and Ukraine, we urge Ukraine to ratify Protocol nº6 of the European Convention for the Protection of Human Rights and Fundamental Freedoms, which is the first instrument in international law to make the abolition of the death penalty a legal obligation for the contracting parties.
Compte tenu de cette décision positive, qui renforce le partenariat stratégique entre l'UE et l'Ukraine, nous engageons l'Ukraine à ratifier le Protocole n 6 et la Convention européenne de sauvegarde des droits de l'homme et des libertés fondamentales, qui est le premier instrument de droit international faisant de l'abolition de la peine de mort une obligation pour toutes les parties contractantes.

Paradoxically, all legal acts of the Member States are subject to scrutiny as regards their implications for human rights by the Commission and Court of Human Rights set up by the Convention of 4 November 1950,1 whereas the acts of the Community are not. The Community institutions enjoy, as it were, some sort of "immunity", which could well be prejudicial to the rights of the Community's citizens.
