In the current circumstances and, in line with the Council Conclusions of June 2015, travel restrictions and an asset freeze should be imposed against persons, entities or bodies undermining democracy or obstructing the search for a political solution in Burundi, including by acts of violence, repression or inciting violence, persons, entities or bodies involved in planning, directing, or committing acts that violate international human rights law or international humanitarian law, as applicable, or that constitute serious human rights abuses, in Burundi, as well as persons, entities or bodies associated with them.

Ahead of the 22nd regular session of the UN Human Rights Council (HRC), the EU reaffirms its strong support for the Human Rights Council and other United Nations bodies tasked with the promotion and protection of human rights around the world, including the Third Committee of the General Assembly.

Calls on the Council to ensure that the Council Working Party on Fundamental Rights, Citizens Rights and Free Movement of Persons (FREMP) has a broad mandate that could include, for example, discussing and responding officially to reports of the FRA (in addition to recommendations of UN treaty bodies, special procedures and mechanisms), assessing the external human rights impact of EU instruments and policies, in coordination with the Council Human Rights Working Group (COHOM), ensuring coordination with agencies without a human rights mandate but human rights impacts (e.g. EIB or FRONTEX), examining EU and Member States signature, ratification and compliance with international human rights instruments and providing a forum for Council exchanges on internal human rights matters;

Stresses the need for appropriate attention to the various UN monitoring mechanisms and to the findings of the UN human-rights bodies, and suggests that their recommendations relevant to Member States be followed closely; points out the importance of the Universal Periodic Review (UPR) of the United Nations Human Rights Council; recommends cooperation with the Office of the High Commissioner for Human Rights and the office of the High Commissioner for Refugees of the United Nations; and welcomes the opening, in Brussels, of the first European Regional Office of the UN High Commissioner for Human Rights;

whereas the situation of human rights defenders in the North Caucasus region, particularly in the Chechen Republic, Ingushetia and Dagestan, is alarming; whereas independent journalists, civil society activists, lawyers and human rights defenders in the region have often been the victims of threats and acts of violence, harassment and intimidation and their activities have been restricted by members of law-enforcement bodies; whereas the perpetrators of human rights violations continue to enjoy impunity and the rule of law continues to be flouted; whereas the civilian population remains subject to violence from both armed opposition groups and law-enforcement bodies; whereas torture and ill-treatment and arbitrary detention are common; and whereas NGOs which are independent of national governments are important for the development of civil society,

Calls on the Council to ensure that the rights of refugees, asylum seekers and migrants are fully respected in practice when enhancing cooperation with third countries on immigration and asylum; emphasises that, in particular, the mechanism of the ENP should be used to monitor human rights performance in this field; calls on the Council and the Commission to make sure that, in the context of cooperation policies relating to action against illegal immigration, the utmost is done to ensure that police and judicial bodies in third countries respect human rights, and calls on the Council and the Commission to ensure that no support is given to police and judicial bodies in countries which commit serious and systematic violations of human rights and/or do not report on the way in which the relevant funds are used;
