[25] The European Court of Human Rights, Yordanova and others v. Bulgaria n°25446/06 judgment of 24 April 2012,) concluded that although the concerned Roma lived in an illegal settlement, their eviction was a breach of article 8 of the European Convention of Human Rights (on private life and private property): their housing, although illegally built there, had to be considered as their property and it was disproportionate to evict them.
[25] Dans son arrêt n° 25446/06 du 24 avril 2012, Yordanova e.a./Bulgarie, la Cour européenne des droits de l'homme a considéré que, bien que les Roms concernés vivaient dans un camp illégal, leur éviction constituait une violation de l'article 8 de la Convention européenne des droits de l'homme (relatif au respect de la vie privée et de la propriété privée): en effet leur logement, bien que construit illégalement, devait être considéré comme leur propriété privée, et leur éviction constituait un acte disproportionné.

The absence of progress is mainly due to: grey zones concerning the legalisation of existing housing and halting sites, as illustrated by judgments of the European Court of Human Rights[25]; failure to establish a real dialogue with both mainstream and Roma local communities (e.g. in Bulgaria); scarcity of national public funds and low uptake of available EU funds despite the Commission's guidance[26]; the need to further develop the social housing sector in several Member States.

whereas a Vietnamese lawyer and human rights activist, Lê Thu Hà, was arrested on 16 December 2015, at the same time as a prominent fellow human rights lawyer, Nguyễn Văn Đài, who was arrested for conducting propaganda against the state; whereas on 22 February 2016 human rights defender Trần Minh Nhật was attacked by a police officer at his home in Lâm Hà district, Lâm Đồng Province; whereas Trần Huỳnh Duy Thức, who was imprisoned in 2009 after a trial with no meaningful defence, received a sentence of 16 years followed by five years under house arrest; whereas there is serious concern for the deteriorating health of Buddhist dissident Thích Quảng Độ, who is currently under house arrest.

whereas independent political parties, labour unions and human rights organisations are banned in Vietnam, with official approval needed for public gatherings; whereas some peaceful protests have been heavily policed, with high-profile activists kept under house arrest, while other demonstrations were broken up or prohibited outright from taking place.

The whole of world philosophy, all of literature, everyone with an education, and all of us here in this House, recognise human rights and yet, as you said, half the UN members are in breach of human rights.
