In view of the social benefits stemming from digital inclusion and taking into account the economics of deployment of high-speed electronic communications networks, where there is neither existing passive or active high-speed-ready infrastructure serving end-users' premises nor alternatives to providing high-speed electronic communications networks to a subscriber, any public communications network provider should have the right to terminate its network to a private premise at its own costs, provided that the impact on private property is minimised, for example, if possible, by reusing the existing physical infrastructure available in the building or ensuring full restoration of the affected areas.
Eu égard aux avantages sociaux qui découlent de l'intégration numérique et compte tenu des aspects économiques du déploiement des réseaux de communications électroniques à haut débit, dans les cas où il n'existe ni infrastructure passive ou active adaptée au haut débit desservant les locaux de l'utilisateur final, ni solution de rechange pour fournir des réseaux de communications électroniques à haut débit à l'abonné, tout fournisseur d'un réseau de communications public devrait avoir le droit de faire aboutir son réseau à un emplacement situé sur une propriété privée à ses propres frais, pour autant que l'incidence sur la propriété privée soit réduite au minimum, par exemple, si possible, en réutilisant les infrastructures physiques existantes disponibles dans l'immeuble ou en se chargeant de la remise en état totale des zones touchées.
