I would like give some background on the tragic history of Bill C-5 and how the government has utterly failed in its responsibility as a federal institution to move legislation forward to protect our endangered species, and on the environment file, it has failed miserably.

However the changes in this bill fail to address the fundamental root of the problem, that the government, not the men and women in the forces and not the forces itself, but the government has failed to provide openness and accountability in our Canadian Armed Forces.
