It was to be feared that the introduction of general arrangements for trade in services could mean that a system giving the seal of approval to restrictions which had hitherto hampered efforts at liberalization (e.g. barriers to market access) would be extended to cover all shipping services, even those that were currently untrammelled.
En effet, on pourrait craindre que sous le couvert de la mise en oeuvre d'un régime général d'échanges des services , on étende à toutes les relations maritimes (y compris celles qui sont actuellement totalement libres) un système officialisant les restrictions qui ont jusqu'à présent entravé tout effort de libéralisation (par exemple des entraves à l'accès au marché).
