IN-CONTEXT TRANSLATIONS

In cooperation with the Member States and dedicated organisations and agencies (such as European Space Agency and the European Agency for the Global Navigation Satellite System (GSA), the Commission is completing the space infrastructures of its flagship projects, Galileo and Copernicus, during the next multi-annual financial planning framework.

21. Believes that the long-term governance and management structure of GNSS should address the division of tasks and responsibilities between the Commission, the GSA and the European Space Agency (ESA), as well as other relevant issues, such as appropriate cost-sharing, the revenue-sharing mechanism, the liability regime, pricing policy and the possible involvement and contribution of the private sector in the GNSS programmes; calls, in this context, on the Commission to make swift progress with the ongoing reflection on future governance schemes for the operation of the system, to take responsibility for long-term operations and adaptation of the infrastructure, to ensure the delivery of continuous data and services to users, and to maximise opportunities for the development of commercial services;
21. considère que la structure d'administration et de gestion à long terme du GNSS doit définir la division des tâches et des responsabilités entre la Commission, l'Agence du GNSS européen et l'Agence spatiale européenne et régler d'autres questions importantes, telles qu'un partage judicieux des coûts, le mécanisme de partage des recettes, le système de responsabilité, la politique de tarification ainsi que la participation et la contribution éventuelles du secteur privé aux programmes GNSS; invite la Commission, dans ce contexte, à avancer rapidement dans la réflexion en cours sur les futurs systèmes d'administration pour l'exploitation du système, à prendre la responsabilité de l'exploitation et de l'adaptation à long terme des infrastructures, à assurer la continuité des services et des données fournis aux utilisateurs, et à maximiser les possibilités de développement des services commerciaux;

The GSA shall, whenever requested by the Commission, provide it with direct assistance in all matters concerning the management of programmes, notably supervision of the implementation of the complete Galileo infrastructure, preparations for the operation and commercialisation of the services provided by the European GNSS systems, international promotion and cooperation activities, external communications and the preparation of regulatory and policy initiatives.
