Regrets that it is still difficult for citizens to gain access to information held by EU institutions, the reason being that there is no common approach among the institutions geared to facilitate access to documents for citizens and based on complete transparency, communication and direct democracy; urges the EU institutions, bodies, offices and agencies to develop further a more proactive approach on transparency by proactively disclosing as many of their documents as possible, in the most simple, user-friendly and accessible way, by having documents translated upon request into other EU official languages, and by establishing proper, simple and inexpensive information access arrangements, including by digital and electronic means, allowing for the needs of people with disabilities; considers, in particular, that the accessibility of information should be improved on by means of easy-to-use interfaces and search systems; calls for the development of a common access point to the portals of the three institutions, building on the pilot project for the online platform for the proactive publication of EU institutions documents, and for harmonising search portals between departments of the same institution (including Directorates-General in the Commission); calls, as well, on the institutions to continue and strengthen the work of expanding knowledge of EU legislation and policies; believes that, to that end, the EU should make full use of the potential offered by new technologies (social networks, smartphone applications, etc.) in order to ensure complete and easy access to information.

3. The Agency shall evaluate the results of the joint operations and pilot projects and transmit the detailed evaluation reports within 60 days following the end of those operations and projects to the Management Board, together with the observations of the Fundamental Rights Officer referred to in Article 26a. The Agency shall make a comprehensive comparative analysis of those results with a view to enhancing the quality, coherence and effectiveness of future joint operations and pilot projects and include it in its general report provided for in point (b) of Article 20(2).
3. In the light of this, the Commission has decided to implement a pilot scheme for exchanges of offices from the various national customs authorities, with the following aims in mind: (a) to prepare the Member States' customs officials for the implications of the internal market, in particular as regards the elimination of border checks and a change of focus towards supervision of the Community's external borders in the interests of improving the efficiency of measures to prevent and eliminate fraud; (b) providing the greatest possible number of customs officials with supplementary, specially adapted professional training; (c) deriving the maximum possible advantage from the know-how of customs services in the Community through greater mobility of customs personnel, thus improving the management of the customs union; (d) stimulating intensive and on-going cooperation at all levels of the relevant administrations in order to prepare them to work together in the context of the internal market.

Offices of this kind could rapidly be set up in the form of pilot information centres (three in the larger countries, two in the smaller ones) with the help of the Commission's information offices. b) Programme of transnational cooperation between training centres for small businessmen : the aim is to set up a transnational network of business management training institutes and work out ad hoc programmes with these institutes. c) Promotion of the spirit of enterprise in Europe : the intention is to work out European training programmes for use in secondary schools and vocational training schools in each country. d) Mobility of heads of businesses within the Community : the Commission will compile a practical handbook on the setting up of businesses in Europe indicating in nine languages the formalities involved in each country.

La Commission realisera un guide pratique de la creation d'entreprise en Europe indiquant pour chaque pays et dans les 9 langues les formalites necessaires.
