That, in the opinion of the House, the government should endorse the report of the Panel on Labour Market Opportunities for Persons with Disabilities entitled “Rethinking disAbility in the Private Sector”, and its findings, and commit to furthering public-private cooperation by: (a) building on existing government initiatives, such as the Opportunities Fund, the Registered Disability Savings Plan, the ratification of the United Nations Convention of the Rights of Persons with Disabilities, and the Labour Market Agreements for Persons with Disabilities; (b) issuing a call to action for Canadian employers to examine the expert panel's findings and encouraging employers to take advantage of private sector-led initiatives to increase employment levels for persons with disabilities in Canada; (c) pursuing greater accountability and coordination of its labour market funding for persons with disabilities and ensuring that funding is demand driven and focussed on suitable performance indicators with strong demonstrable results; (d) establishing an increased focus on young people with disabilities to include support mechanisms specifically targeted at increasing employment levels among youth with disabilities, through programs such as the Youth Employment Strategy; and (e) strengthening efforts to identify existing innovative approaches to increasing the employment of persons with disabilities occurring in communities across Canada and ensuring that programs have the flexibility to help replicate such approaches.

As we see the proposed measures include requiring council to develop an action plan to remedy the breach, withhold funds, or terminate any funding agreement, given the impact this would have on first nations if the funds were withheld or if they had to terminate the funding agreement, can I maybe have your perspective on the impact this would have on the first nations and whether or not you see that as a suitable solution?

– (RO) I voted for this report as I think that the need for transparency in regional policies with a view to increasing access for potential recipients to the European Transparency Initiative (ETI) database is particularly important. I believe that it is vital to get local and regional authorities involved when it comes to the transparency of regional policies, as it is their duty to fulfil a dual role in this respect. On the one hand, they will enjoy the benefits of the ETI by facilitating the maximum possible access to this database on the funds’ recipients, which could provide specific examples of good practice in regional funding. At the same time, local and regional authorities will play a crucial role in promoting this database via the most suitable means possible so that the information is as easily accessible as possible to citizens.
– (RO) J’ai voté pour ce rapport car je pense que le besoin de transparence dans les politiques régionales afin d’améliorer l’accès, pour les bénéficiaires potentiels, à la base de données de l’Initiative européenne en matière de transparence (IET, est particulièrement important. J’estime qu’il est vital d’impliquer les autorités locales et régionales en matière de transparence des politiques régionales, puisqu’elles ont un double rôle à assumer en la matière. Similarly, an effort should be made to ensure that the entire set of rules is adopted and implemented in accordance with a suitable timetable which will enable each Member State to put in place the management and monitoring structures which will be responsible for administering the funds. And although it is true that the Commission proposals already express an intention to simplify at various levels (programming, financial management, co-financing, and so on), it is no less true that there are still many areas in which further simplification and rationalisation are called for.

The structures in place in Central and Eastern Africa are not yet functional to utilize these funds, but it is something that you need to investigate further, whether these funds will actually help the productive sectors of Africa or if they will just help to exacerbate poverty and hunger in funding programs that will cause, for example, countries to adopt technologies that are not suitable for the local needs.
