IN-CONTEXT TRANSLATIONS

Proposal for a Council Regulation of 14 July 2004 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund [COM(2004) 492 final - Not published in the Official Journal]. In July 2004, the Commission presented a package of proposals for reforming regional policy after 1 January 2007. The basis of the reform is set out in the general provisions given in this document, which accompanies the other specific documents for the two Structural Funds (ERDF and ESF), the Cohesion Fund and the new European grouping of cross-border cooperation.
En juillet 2004, la Commission a présenté un paquet de propositions concernant la réforme de la politique régionale, réforme qui devrait entrer en vigueur le 1er janvier 2007. In all agencies and departments of the federal government in the last three fiscal years, (a) how many grants, contributions and/or contracts have been given or committed to the Canadian Coalition for the rights of Children and/or its provincial subsidiaries; (b) what are the amounts given, by department, in order that a non-governmental organization (NGO) report on Canada's compliance with the UN Convention on the Rights of the Child as part of Canada's five-year report to the UN Committee on the Rights of the Child might be produced; (c) what is the amount and purpose of any other grants, contributions or contracts given to the coalition by department(s) which contributed funding, and by type of grant; (d) when were the above grants, contributions or contracts given; (e) what other organizations were considered to receive funding to produce an NGO report on Canada's compliance with the UN Convention on the Rights of the Child as part of Canada's five-year report to the UN Committee on the Rights of the Child; (f) which other organizations actually received funding; (g) when was such funding given; (h) what were the amounts of the funding given, by department; (i) what were the criteria used to distribute funding to different interested organizations; and (j) what documents have been produced by the coalition and these other organizations that may have received funding?

(i) varying Part XIII or Part XVI by prescribing additional disclosure requirements in respect of investment funds and requiring or permitting the use of particular forms or types of additional offering or other documents in connection with the funds, (ii) prescribing permitted investment policy and investment practices for investment funds and prohibiting or restricting certain investments or investment practices for investment funds, (iii) prescribing requirements governing the custodianship of assets of investment funds, (iv) prescribing minimum initial capital requirements for investment funds making a distribution and prohibiting or restricting the reimbursement of costs in connection with the organization of a fund, (v) prescribing matters affecting investment funds that require the approval of security holders of the fund, the Commission or the Director, including, in the case of security holders, the level of approval, (vi) prescribing requirements in respect of the calculation of the net asset value of investment funds, (vii) prescribing requirements in respect of the content and use of sales literature, sales communications or advertising relating to investment funds or the securities of investment funds,

Question No. 1184 Ms. Judy Foote: With regard to the Community Development Fund and the Grand Bank Development Corporation (GBDC): (a) how much funding in total was allocated in 1991 to the GBDC under the Community Development Fund and was the funding received in a lump sum payment; (b) what organization administers the GBDC fund; (c) has the GBDC fund been exhausted and, if not, how much is left in this fund; (d) what is the annual operational cost of the GBDC; (e) what is the current status of the GBDC; (f) are there plans to change the GBDC status in the near future and, if so, (i) what are the details of any documentation stating the rationale for the change in status and, if not, (ii) will the GBDC be allowed to continue operating, in the interest of fulfilling its mandate, until such time as the initial funding on the Corporation’s balance sheet reaches zero; (g) should the GBDC cease to operate, what will happen to the unspent fund originally allocated under the Community Development Fund and the revenues being generated by money it has invested since the fund was established; (h) what is the status of the Community Development Fund allocated to (i) Trepassey, (ii) Gaultois, (iii) Botwood, (iv) South Side St. John’s; and (i) have any of those communities exhausted their funding and, if so, (i) were they permitted to continue their mandate until their funds were exhausted and, if not, (ii) was the unused portion of their funding given to another organization or agency to administer?

Irwin Cotler: With regard to Bill C-10, An Act to enact the Justice for Victims of Terrorism Act and to amend the State Immunity Act, the Criminal Code, the Controlled Drugs and Substances Act, the Corrections and Conditional Release Act, the Youth Criminal Justice Act, the Immigration and Refugee Protection Act and other Acts: (a) what is the total projected cost of all measures contained in Bill C-10; (b) how long will it take to fully implement all proposed changes to the criminal justice system and its associated institutions, including, but not limited to, penal, policing and judiciary institutions; (c) how will the total funding be divided annually to meet the timeframe offered in response to (b) with regard to changes to the criminal justice system and its associated institutions; (d) what is the projected distribution of the total projected cost of Bill C-10 across each of its nine subsections; (e) what federal or provincial programs currently in effect in relation to the criminal justice system will be discontinued to support Bill C-10, and what federal and provincial programs will lose funding to support Bill C-10; (f) how much funding will be lost by each of the programs identified in (e); (g) how will the total projected cost of Bill C-10, as well as the projected cost of each of the nine individual subsections, be divided between the federal government and each province or territory; (h) what methodologies were used to determine projections and estimates provided in response to (a) through (g); (i) what supporting documentation does the government plan to make public to validate the provided projections and estimates; and (j) will the documentation and methodology used to determine these estimates be made public, and, if not, will they be disclosed to the Parliamentary Budget Officer?
