Welcomes the budget increase for the four funds under the Solidarity and Management of Migration Flows programme in comparison to the 2012 budget; deeply regrets, however, the imbalance between the different funds, with priority being given to the External Border Fund and the European Return Fund; stresses that a balanced share of financial resources should be allocated to the Refugee Fund and the Integration Fund; considers that sufficient financial resources should be made available for the purpose of intra-EU relocation of migrants, on the basis of solidarity with Member States facing disproportionate migratory pressures;
6. se félicite de l'augmentation budgétaire pour les quatre fonds qui relèvent du programme "Solidarité et gestion des flux migratoires", par rapport au budget 2012; regrette toutefois vivement les déséquilibres entre les différents fonds, la priorité étant donnée au Fonds pour les frontières extérieures et au Fonds européen pour le retour; souligne qu'une proportion équilibrée de ressources financières devrait être allouée au Fonds européen pour les réfugiés et au Fonds européen d'intégration; estime que des moyens financiers suffisants devraient être mis à disposition aux fins de la réinstallation des migrants à l'intérieur de l'Union, sur la base de la solidarité avec les États membres qui sont confrontés à des pressions migratoires disproportionnées;

10. Remains deeply concerned at the current humanitarian situation in the DRC and at the under-funding in this region owing to the reduction in funding from certain bilateral donors; deeply regrets the fact that, at present, the funds allocated are reaching only few victims; calls on the Commission to maintain the funding allocated to humanitarian aid in the eastern DRC;
10. reste fortement préoccupé par la situation humanitaire actuelle en RDC et par le sous-financement dans cette région dû à la réduction des financements de certains bailleurs de fonds bilatéraux; déplore fortement qu'à ce jour, les fonds alloués n'atteignent que peu de victimes; demande à la Commission de maintenir les financements accordés à l'aide humanitaire dans l'est de la RDC;

71. Deeply regrets that the commission is sending a message of rejection to the refugees by substantially increasing appropriations for the External Border Fund and the European Return Fund; reiterates that the EU must reinforce the support and adopt a welcoming stance towards the mobility of the people on the south of the Mediterranean, especially in light of the popular uprising, the hope of revolution and modernity in the Arab world , namely through a substantial increase of the support for the Refugee Integration Fund and for the Cooperation and Development Fund;
71. déplore profondément que la Commission adresse aux réfugiés un message de rejet en augmentant sensiblement les crédits destinés au Fonds pour les frontières extérieures et au Fonds européen pour le retour; réaffirme que l'Union européenne doit soutenir la mobilité des populations du sud de la Méditerranée en adoptant à leur égard une attitude d'accueil, particulièrement en considération des soulèvements populaires et de l'aspiration à la révolution et à la modernité qui se manifeste dans le monde arabe, et ce au moyen d'une augmentation substantielle des crédits destinés au Fonds européen pour les réfugiés, au Fonds européen d'intégration et au Fonds de coopération et de développement;
