On May 29, 1997, Canada, Manitoba and the Treaty Land and Entitlement Committee representing 19 other Manitoba first nations from among the 26 first nations that did not obtain lands under treaties, signed the framework agreement on land rights arising out of those treaties.

Manitoba and Saskatchewan are dominated by treaty land entitlement, as described by my colleagues from Aboriginal Affairs and Northern Development Canada, which means that Canada has an unfulfilled treaty obligation to add land, whereas Atlantic Canada, Quebec and British Columbia are dominated by community additions to reserves.
