Reiterates its concerns regarding parliamentary scrutiny of the CFSP budget, the budget’s transparency and the use of the Athena mechanism for CSDP operations; welcomes efforts to undertake a clear breakdown of all items financed within the CFSP budget, including for each CSDP operation, each EU special representative and each other attendant policy, as long as this does not detract from the flexibility and responsiveness required for the CFSP; reiterates its position that the total amount of operating CFSP expenditure should be entered entirely in one budget chapter, entitled CFSP, and distributed between the articles of the CFSP budget;

Recalls the existing structures, capabilities and instruments developed under the CSDP since the Helsinki and Feira European Councils, and stresses that civilian crisis management (including civilian response teams) can be financed from the EU’s Common Foreign and Security Policy (CFSP) budget; therefore supports the development of a rapid response capability that does not duplicate, but is complementary to, the existing structures and capabilities within the CFSP framework;

Reiterates its concerns regarding the parliamentary scrutiny and transparency of the CFSP budget; firmly believes that a clear breakdown should be made of all items financed within the CFSP budget, including for each CSDP operation, for each EU special representative and for each other attendant policy, convinced that this will not infringe on the necessary flexibility and reactivity required for the CFSP; calls on the Commission to provide, without delay, the rationale for using allocations from the CFSP budget, rather than from the budget of the External Action Service, to finance the outlays for EU Special Representatives; is of the conviction that any reduction of funding of CSDP missions should be conducted only after a careful impact assessment of such a reduction;

It has accepted the amount proposed in the preliminary draft budget for the CFSP budget, together with two transfers of appropriations, one from the CFSP budget to transitional civilian administrations for the Stability Pact and the other from the Council budget to the CFSP budget, giving a final total for the CFSP budget of EUR 52.6 million, as already explained.
