Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. Que le Sénat presse le gouverneur en conseil de ne pas donner l'approbation finale à la proposition soumise par le consortium qui a soumis le projet de Maritime and Northeast Pipeline jusqu'à ce que le gouvernement du Canada ait rempli son obligation de tenir des audiences complètes et équitables sur les propositions soumises par toutes les parties intéressées, notamment celle de TransMaritime Pipeline, attendu : a) que les ressources naturelles du Canada appartiennent à tous les Canadiens; b) qu'il y a lieu de tenir compte avant tout des besoins et des intérêts des Canadiens dans l'exploitation, le développement et l'utilisation des ressources naturelles qui leur appartiennent; c) que la proposition retenue de Maritime and Northeast Pipeline place les intérêts des Américains loin devant ceux des Canadiens en dirigeant 83 % du gaz naturel tiré du projet Sable Offshore Energy vers les États-Unis, alors que seulement 17 % sera alloué à deux provinces canadiennes seulement, soit la Nouvelle-Écosse et le sud du Nouveau-Brunswick; d) la proposition de TransMaritime donne priorité aux intérêts des Canadiens en distribuant 64 % du gaz naturel du projet Sable Offshore à quatre provinces canadiennes, dont 34 % à la Nouvelle-Écosse et au Nouveau-Brunswick, par opposition à un volume total de seulement 36 % au États-Unis; e) que selon la proposition de TransMaritime, les provinces de l'Ontario et du Québec bénéficieront aussi du gaz naturel produit par le projet Sable Offshore Energy; f) que la proposition TransMaritime encourage l'industrie canadienne, favorise la sécurité de l'approvisionnement d'énergie du centre du Canada et offre aux Canadiens un approvisionnement plus important de gaz naturel à un prix plus bas; g) que la proposition de TransMaritime fournirait des meilleurs possibilités d'emplois et générerait des avantages à long terme plus importants pour le nord du Nouveau-Brunswick qui est désavantagé; h) que la proposition TransMaritime favorise l'unité du C ...

That the Senate of Canada urge the Governor in Council not to give final approval to the project submitted by the consortium that proposed the Maritime and Northeast Pipeline Project until the Government of Canada has fulfilled its obligation to hold full and fair hearings on the proposals submitted by all interested parties, including the TransMaritime Pipeline Proposal, considering the following: (a) the natural resources of Canada are the property of all Canadians; (b) the needs and interests of Canadians should be considered first and foremost in the exploitation, development and use of Canada's natural resources; (c) the recommended Maritime and Northeast Pipeline proposal overwhelmingly favours American interests over the interests of Canadians by channelling 83% of the natural gas extracted from the Sable Offshore Energy Project to the United States, while a mere 17% will be allocated to only two Canadian provinces, Nova Scotia and southern New Brunswick; (d) the TransMaritime pipeline proposal places the interests of Canadians first by allocating 64% of the Sable Offshore natural gas to four Canadian provinces, including 34% to Nova Scotia and New Brunswick, as opposed to a total volume of only 36% to the United States; (e) the TransMaritime proposal allows the provinces of Ontario and Quebec to benefit from any natural gas from the Sable Offshore Energy Project; (f) the TransMaritime Pipeline proposal offers support for Canadian industry and security of energy supplies for central Canada, and offers more Canadians a greater supply of natural gas at a lower cost; (g) the TransMaritime Pipeline proposal generates employment opportunities and provides long-term benefits to disadvantaged northern New Brunswick; (h) the TransMaritime Pipeline proposal will unite Canada, since it sends a positive message of inclusion, security, opportunity, and sharing within the Confederation, to Canadians in four provinces, including Acadians, Quebecers and francophone O ...
