Regrets that even after 10 years, it has still not been possible to complete the Doha Round and that the necessary and reasonable conclusion of these negotiations seems currently to be highly unlikely; reiterates its strong support for a successful conclusion of the Doha Development Round, bearing in mind that a good conclusion should reflect the shifts in the world's trading patterns and distribution of the benefits of world trade since the launch of the Round, bearing in mind also the need for a balanced NAMA text to guarantee access to emerging markets such as India, China and ASEAN countries while preventing emerging economies from using NAMA flexibilities to shelter specific key sectors by maintaining peak tariffs;
12. regrette que dix ans après, le cycle de Doha n'ait toujours pas abouti et que son aboutissement, pourtant nécessaire et raisonnable, apparaisse aujourd'hui très invraisemblable; réaffirme son ferme soutien à un aboutissement du cycle de Doha pour le développement, étant entendu qu'une bonne conclusion se doit de refléter les évolutions survenues depuis le début du cycle dans les circuits commerciaux du monde et dans la répartition des profits du commerce mondial, en gardant à l'esprit la nécessité d'un texte équilibré sur l'accès aux marchés des produits non agricoles (AMNA) afin de garantir l'accès à des marchés émergents, tels que l'Inde, la Chine ou les pays de l'Association des nations de l'Asie du Sud-Est, tout en empêchant les économies émergentes d'utiliser la souplesse de l'AMNA pour protéger des secteurs-clés particuliers en conservant des crêtes tarifaires;

13.
