2. The participants welcomed the fact that the present meeting was held so shortly after the new European Commission had taken office and the new Secretary General of the Council of Europe had taken up his functions. They recorded their gratitude for the personal contribution of the President of the previous European Commission, Mr J. Santer, and Mr. H. van den Broek, the member of the European Commission responsible for relations with the Council of Europe, to the good working relations between the European Commission and the Council of Europe and all participants expressed their recognition for the excellent contributions made by Mr. D.
