However, ,in order, on the one hand, to target the pilot scheme more effectively at the first expansion cross-border of enterprises which have not yet reached a size which would allow them to support the additional costs caused by the application of the unfamiliar tax laws of another Member State and, on the other hand, to put a strict limit on the potential costs and risk for tax administrations, Member States could, if they so wished, include only small companies as defined in Commission recommendation 2003/361/EC in the pilot scheme.

While there is no need to systematically exclude the first type of companies from access to the pilot scheme if they fulfil the basic requirements set out in the relevant agreement, and in particular comply with the definition of a small and medium-sized enterprise, there are good reasons to believe that the second situation would be too complicated to handle for the purposes of a pilot scheme.

Confirms the need to consider the continuation of existing pilot projects and preparatory actions based on their implementation; reminds the Council and Commission at this stage of the procedure of its intention to examine the introduction of new actions in the field of agriculture in heading 1a on an insurance scheme for farmers, the implementation of environmental indicators, and a quality scheme for food production; asks the Council to take a position on this issue; will consider the introduction of new actions in other policy areas at its first reading;
