IN-CONTEXT TRANSLATIONS

The European Commission assessed these strategies[4] in 2012 and concluded that, to make progress on the four pillars, it was necessary to prioritise on several structural pre-conditions that are indispensable for a successful implementation of the strategies, and amongst them: working with local and regional authorities and civil society; allocating proportionate financial resources; monitoring and enabling policy adjustment; fighting discrimination convincingly; and establishing national contact points for Roma integration.

However, analysis of the progress made in the light of the 4 common objectives reveals that: (a) the measures concerned with promoting access to the labour market have, in tandem with the NAP/empl, achieved considerable success; (b) pursuit of the reform of the social protection system has not affected attainment of the goals inherent in the Minimum Guaranteed Income scheme (scheme combining financial benefits with a socio-occupational integration plan); (c) the aim of having all persons in a situation of exclusion sign a "social integration contract" within one year was too ambitious and was difficult both to implement and to evaluate, since it requires multisectoral involvement and since the universe of individuals to be covered remains undefined (the same comment applies to the individualised follow-up of children and young persons within three months); (d) the setting up of a national social welfare helpline has made it easier for certain priority groups to obtain information and a rapid response to their problems; (e) the "Urban Social Development Contracts" and the "Rural Areas and Social Development" project, which were aimed at tackling the problems of the regional nature of exclusion, were abandoned for budgetary and policy reasons; (f) as regards mobilising stakeholders in the process, the Interministerial Monitoring Committee, set up expressly to monitor the NAPincl, operated only intermittently and its composition had to be altered following the change of government, hence its impact as an institutional co-ordination forum has been established only gradually; as regards civil society, the vague reference to the Co-operation and Social Solidarity Pact and the project for the creation of an NGOs Forum illustrates the low degree of involvement of these players.
Toutefois, il ressort de l'analyse des progrès réalisés à la lumière des quatre objectifs communs que: (a) les actions qui avaient trait à la promotion de l'accès au marché du travail ont connu, en association avec le PAN Emploi, un succès considérable; (b) la poursuite de la réforme du système de protection sociale n'a pas influé sur la réalisation des objectifs inhérents au régime du Revenu Minimum Garanti (régime associant des prestations financières à un plan d'insertion socioprofessionnelle); (c) l'objectif visant à faire signer un contrat d'insertion sociale à toutes les personnes en situation d'exclusion en l'espace d'une année s'est avéré trop ambitieux et a soulevé des difficultés de mise en oeuvre et d'évaluation de ses résultats, car il implique une intervention de nature multisectorielle et que la sphère des bénéficiaires potentiels demeure indéfinie (la même remarque vaut pour le suivi individualisé des enfants et des jeunes en l'espace de trois mois); (d) la mise en place d'une ligne téléphonique nationale d'information sur la protection sociale a facilité l'accès de certains groupes prioritaires à l'information et à une réponse rapide à leurs problèmes; (e) les "Contrats de développement social urbain" et le projet "Zones rurales et développement social", qui avaient pour but de remédier aux causes régionales de l'exclusion, ont été abandonnés pour des raisons de budget et de stratégie politique; (f) pour ce qui est de la mobilisation des acteurs dans le processus, le comité de suivi interministériel, créé spécialement pour suivre l'avancée du PAN, ne s'est réuni que par intermittence et sa composition a dû être modifiée suite au changement du gouvernement, ce qui explique que son influence en tant que forum de coordination interinstitutionnel ne se fait sentir que de façon progressive; enfin, s'agissant de la société civile, la vague référence au Pacte de coopération et de solidarité sociale et au projet de création d'un Forum des ONG témoigne ...

The ESRB should contribute to the financial stability necessary for further financial integration in the internal market by monitoring systemic risks and issuing warnings and recommendations where appropriate.

On the use and availability of recent data, the Commission would like to point out that the analysis carried out by it in the context of the Financial Integration Monitor is a continuous exercise.
