While the role of Member States remains central in developing and financing research infrastructures, the Union plays an important part in supporting infrastructure at European level such as encouraging co-ordination of European research infrastructures, by fostering the emergence of new and integrated facilities, opening up and supporting broad access to national and European infrastructures, and making sure that regional, national, European and international policies are consistent and effective.

Calls on the Commission to ensure that financing of infrastructure investments is market-based in order to prevent distortions of competition and the creation of false incentives for investment, and that unjustified fluctuations between Member States are avoided, provided, however, that public interest – especially at local and regional level and in territories with specific geographical features such as islands, mountainous regions and regions with very low population density – is also safeguarded through a limited amount of public finance which has to result in an innovative mix of financial instruments that levers private investment;

Notes the potential merits of ‘EU project bonds’ for financing new infrastructure, including energy infrastructure, which could have an effective European added value; calls, however, upon the Commission and the European Central Bank to investigate the impact such bonds would have on financial markets, transparency, risk-taking and responsibility in the market as well as the budgetary implications for Member States of financing critical infrastructure projects via EU project bonds or Euro-bonds, especially where such infrastructure projects have a transnational reach;

35. Calls on the Commission and the European Central Bank to investigate the moral hazard implications for Member States of financing critical infrastructure projects via EU project bonds or Eurobonds, especially where such infrastructure projects are transnational in scope;

While the Member States' role will remain central in the development and financing of infrastructures, the Community can and should play a catalysing and leveraging role by helping to ensure wider and more efficient access to, and use of, the infrastructures existing in the different Member States, by stimulating the development of these infrastructures, and their networking, in a coordinated way, and by fostering the emergence of new research infrastructures of pan-European interest in the medium to long term.
